As an important component of society, education is changing with the development ofthe society. Along with the development of human society,the requirement of education waschanged from “everyone should be educated” into “everybody can enjoy high qualityeducation”. The increasingly diverse need of education and renew cognition of educationfairness drive the singular school system into a diversified and specialized one. Diversifiedand specialized are the key words of the current international education reform. As animportant component of current education reform of British, academies are undertaking thetwo tasks. The unique system of operating academies is the key to fulfill the two tasks.This paper explores the background of Academies deeply; concludes the main content ofthe Academies on the basis of mastering a great quantity of information; analyses andsummarizes the system of operating academies; finally, this paper summarizes characteristicsof the system of operating academies.The paper is divided into three parts:The first part mainly explores the emergence, development and formation of Academies.Under the background of globalization, to improve the balanced development of education isthe requirement of the development of the new age. The current situation of unbalanceddevelopment of Britain education quality, the goal of “raising standard” and the requirementof school diversity of education reform, introduction of the theory of education marketizationinto education reform are the direct reason of proposing the Academies program. This partalso explores the variation of the Academies from the Thatcher period to2010, and analysesthe Academy Act2010to comprehend the essence of Academies.The second part summarizes the system of operating academies from sponsorship,financing, governance and the role of LEA in the operating system. And explain the differentsponsorship with examples.The third part summarizes characteristics of the system of operating academies. Its basiccharacteristics are mainly embodied in: first, change the functional orientation of governmentin the system of operating academies, the LEA no longer operating academies, but focusingon the coordinating role played by the LEA. Second, through the diversification of sponsorsto achieve the school diversity. Third, the system operating Academies realize the educationdecentralization and the independent management of Academies’ running subject, and willguarantee the characteristic development of the academies. Fourth, through diversificationand diversity of the running subject, Academies fully absorb the education resources availablein society.
