| Universities play major roles in the field of scientific research, and they are the important driving forces to major technological breakthroughs and original science works. As the knowledge economy develops, research and innovation have become the soul of modern higher education and also, the theme of the reform and development of higher education. A scientific, reasonable and creative management mode of the research programs is conducive to the innovation development in universities and helps to regulate the research program management, improve the efficiency of the programs and contribute to the economic development of the certain regions.This paper employs the basic principles of program management and based on the research results contributed by the predecessors in this field, illustrates, combining normative research methods and case studies in Ningbo Dahongying University, the implication, features and principles of the management on research programs, analyzes the status quo of the research program management and put forward a major a creative management mode for solving the existing problems:whole-process program management, which abides by the immanent laws of the process of scientific research program, from program application, implementation, summarization to the transformation of the achievements, and embodies such characteristics of scientific research programs as multi-personnel and coordination, restriction and facilitation among multiple sectors.The paper has the following conclusion:evident deficiencies are found on such junctures as policy-orientation, achievement awarding and process discipline of the scientific program management in Ningbo Dahongying University; therefore, the university should focus on the unique features and patterns of the scientific research program and pay more attention to the "human-oriented" factors. The favorable development of scientific research programs in universities lies in the establishment of innovative management modes based on the program process management theory and the continuous improvement of the incentive mechanism and the supervision and the innovation systems of the scientific program management. |
