The progress of science and technology on the long-term development of a country is self-evident,China is still in the primary stage of socialism,how to maintain their own development in the brutal competition advantage,the role of science and technology can not be ignored.In our country,colleges and universities are the country's important positions in scientific research and technological innovation,and it is the main force of scientific research.In recent years,the total amount of university research funding has shown a rising trend,and whether the university's scientific research results correspond to the proportion of investment,is the concern of all.How to rational use of limited scientific research resources,to maximize the effectiveness of the scholars are constantly studying the hot issues.The central region in China's strategic layout planning occupies an irreplaceable position,the efficiency of university research for regional development and even the national strategic layout of the realization of great significance.This paper first introduces the methods and exponential analysis methods used in the research,and then explains the research foundation and research object of the research.Secondly,according to the principle of index system construction,On the basis of the above,the evaluation index system of scientific research efficiency in colleges and universities is constructed,and the weights of each index in the index system are calculated by the analytic hierarchy process(AHP).By comparing and analyzing the scientific research input and output data of the universities in the central region,And the conclusion that the method of re-use and the method of exponential analysis are used to evaluate the efficiency of scientific research in the central region from the static angle and the dynamic angle respectively.The pure technical efficiency,scale efficiency,comprehensive efficiency and total factor productivity are analyzed.The following conclusions:First,the overall science and technology and management level in thecentral region have been continuously improved,but the technical and managerial level of the provinces and municipalities is uneven and the gap is large.From 2007 to 2014,the PTE mean and PTE minimum in the central region increased year by year,indicating that the overall pure technical efficiency in the central region was increasing,but the efficiency of Henan was higher,and the efficiency of Hunan and Shanxi was lower and the gap was obvious.There were at most three provinces each year To achieve pure technical efficiency and efficiency,that is,half,or even more than half of the provinces of its scientific research inefficient reasons still exist in the system,management,technology and other aspects;second,from the scale point of view,the central region efficiency The basic value of 0.9,the stability is very poor,less effective provinces,both the mean and the minimum and even show a downward trend in the state and the province also showed a decreasing state,the lack of a certain stability;third,the central The overall rate of scientific research efficiency in regional colleges and universities has increased,but the two levels have obvious differentiation,and the improvement of scientific research efficiency in the central region has mainly benefited from the improvement of technical and management level,and the scale effect has not played its effective role.The gap between the provinces is obvious,the gap between Henan as the most efficient and the lowest in Hunan is significant and there is a growing trend.Fourthly,the total factor productivity index of colleges and universities in central China has declined,indicating that the progress is not obvious The From the point of view of the contribution source of factors,the change of efficiency of colleges and universities in many provinces is mainly due to the change of technological efficiency,and technological progress has become the less important but very important factor.In order to explain the status quo of the efficiency of scientific research in a single province,the author also explains the specific situation of the efficiency of scientific research in the university from the perspective of a single province,analyzes the specific reasons that the efficiency of scientificresearch in each province is higher or lower,This paper puts forward some countermeasures and suggestions to improve the efficiency of scientific research in the central region from the perspective of scientific research activities and the national and social perspectives.Finally,based on the above analysis and conclusions,the author puts forward some suggestions and suggestions on how to improve the efficiency of scientific research in China central.
