It is not uncommon now for many children from countryside to live and study incities where their parents work as migrant workers. However, such factors as theexisting dual system of household registration management, the compulsory educationenrollment policy, the status quo of the migrant workers’ low income but high tuition aswell as the mobility of the migrant workers result in the dropout and marginalization ofstudents as well as the inequality of their chance to be educated. The compulsoryeducation for children of migrant workers, in many senses similar to education itself,can be regarded as a public product. And because of a dual system of the urban andrural division, the compulsory education for children of migrant workers can beregarded both as a urban product as well as a rural public product. If this problem cannot be solved, the economic development will inevitably be affected. In view of this,this paper, using a combined method of theoretical analysis and empirical research,analyzes the status quo of compulsory education of migrant workers’ children inChengdu, and proposes its solution to the problems while learning from the advancedpractice and experience of other regions. It also provides reference value to otherregions facing similar problems. From the view of academic value, this paper includes alarge number of first-hand survey data and lays a foundation for further in-depth study.Centered about the topic of "Chengdu migrant workers’ children’s compulsoryeducation public product supply", this article is divided into four chapters: chapter onecenters on the research background and significance, elaborates the research made bydomestic and foreign scholars in education for children of the floating population,clarifies a number of concepts, explains the theory and finally introduces the commonpractice and experiences in compulsory education for migrant workers’ children.Chapter two is mainly about the survey design, firstly describing relevant factors aboutcompulsory education for children of migrant workers in Chengdu, such as schoolplanning, teachers qualification, fund and conditions for school running, thenillustrating the survey purpose, respondents, research hypothesis and the design ofquestionnaire. Chapter three covers visiting and questionnaire data collection, reliability and validity analysis as well as basic data analysis. It analyzes the existingproblems of compulsory education public product supply for migrant workers’ childrenin Chengdu and the major causes. Chapter four puts forward the correspondingcountermeasures from the aspects of quantity, quality, cost, supply mechanism andpsychological health education.
