With the continuous development of the science, the dissemination of knowledge is constantly improving, the new knowledge and new perspectives are germinated in the university, and it is particularly important whether the university can have its greatest effect to our community and the country.Especially, our country in the international community had taken greater responsibility in recent years. Through convoying Aden Gulf, Libby Peacekeeping and, facing the impact of the financial crisis, when our country implement the series of remedial measures and all aspects of our policy about social energy, finance, service and other areas, what we cannot ignore the extension of knowledge and improvement of people’s quality, so the university undoubtedly play an pivotal part. We should maximize the utility of the university governance research, including how will the academic groups of the university become, who will be in charge of the group, and how to control the group with the collision of knowledge.The integrated solution would be no doubt to build academic autonomy mechanism.To build academic autonomy mechanism as the new perspective deeps the reform of university governance, and is helpful for our country and Liaoning Province to develop the country through science and education and build an innovative country. To build academic autonomy mechanism is also for the demand of the innovative talents and the internal demand of the university’s self-development.The paper reviews the relevant literature, define the object of this paper. When we are analysing and researching how to build the academic autonomy mechanism, we defined the concept, transformation of university governance.How to build the academic autonomy mechanism in fact is the process how to turn the original administrative-type governance into academic-type governance. We established the dynamic evolution model of academic autonomy mechanism through the angle of the internal governance and the external governance, and revealed the internal demand and external motivation of the transformation from the administrative-type governance to the academic-type governance, and have an empirical test to prove the constructed theoretical analysis model. Through the evolution pattern, we put forward the suggestions of this reform. The main conclusions are: (1) Based on the existing literature, the comparison of the domestic and foreign universities and the status quo our university governance reforms, the paper proposes a path of university governance reform, that is to build the academic autonomy mechanism, and put forward the theoretical analysis model, clear the direction of change, First, from the Angle of university’s stakeholder, through internal and external stakeholders participate in the university governance, the aim is to seek to maximize the interests of the school itself, and find the formation of a stable power structure. Of course, in every evolution process, the university management need bate the administrative power to protect the academic power, so that we can achieve the university’s social value.(2) In this paper, through the empirical research to test theoretical model, we remove the items without discrimination and the less related control variable. Then we find that stakeholders’participating in management can promote building the academic autonomy mechanism, at the same time, the administrative powers separating the academic power can also boost building the academic autonomy mechanism, and separating the administrative powers and the academic power is geared up by stakeholders’participating in management. It’s supporting colleges without administrative running pattern.(3) Based on the literature and the theoretical model of this article, we sorted out the countermeasures and suggestions about the reform of university governance. We use questionnaire survey to make sure how the stakeholders agreed these suggestions. The recommendations include the level of the management should move down, and the school should the software and hardware construction of the school, strengthen incentives for teachers and increase the power of the student. At the same time, the college need to listen to the voice of the community, to expand social forces to participate in university governance, and to ensure that the university’s academic achievements adapting to market requirements. What’s more, universities need not only to get the support of the government but also to avoid government regulating too stringent, then ensure the university autonomy.
