| China is a populous country, giving priority to the development of education; the burden of our population can be turned into abundant human resources, and become the driving force to promote the continuous development of economy. Moreover, the huge economic potential of education enables educated people to master certain scientific and technical knowledge, production experience and labor technology, forming new production capacity, improving labor productivity, and promoting rapid development of economy and playing a crucial role in social development and construction.The shortage of funding for education is the main reason for restricting the development of education in China. To open up multi-channel education financing, and optimize the financing system of education, is the key to solve the problem. The rapid development of the lottery industry and the strong financing capabilities of lottery have been making lottery the first choice to bring together social forces to raise charity funds. China can learn from many countries in the world, raising funds by issuing education lottery to develop education. Education lottery in China has not been approved for issuance. I believe that our education lottery has been in a theoretical discussion stage, not been issued, the main reason is because that there are factors that hinder the issuance of education lottery, which mainly in the field of the issuance of lottery in China, the lottery market structure and the lottery fund management systems. Therefore, I select "Impediments Analysis for Education Lottery Issuance", to explore the road of the issuance of education lottery from another angle.This thesis firstly studies the status of China’s education funding as well as the problems existing in the development of education, and then leads to the necessity for issuance of education lottery. And then finds out the comparative advantage of the education lottery, the feasibility of the issuance of education lottery, through systematic analysis for advantages and disadvantages of educational asset securitization fund-raising and education investment fund financing, compared with the advantages of financing of the education lottery advantage. Finally, through the systematic analysis to lottery market factors of the issuance of education lottery, and the analysis of impediments for issuance of education lottery from three factors, which are lottery issuance system, lottery consumers’structural factors and lottery fund management system. |
