Study On Financial Reform About The Regional Balance Development Of Compulsory Education In Dalian

Educational funding efforts and improve education finance system plays a vital role in the development of education. In recent years, the Chinese government issued many policies and laws to increase education funding, the total amount of investment in education has increased to some extent, however, China’s education finance, especially compulsory education finance uneven contradiction still very prominent and much-needed fiscal reforms. Dalian is located in the Liaotung Peninsula, the location and the rapid economic development, belongs to the more developed regions. Dalian attaches great importance to the balanced development of compulsory education, the recently formulated goal is to make the children from the "school" progressive realization "studious", the basic realization of the urban and rural balanced unified hardware and software facilities. But even in such an economically developed coastal city, its internal county district between investment in compulsory education there is a great difference. Past studies mostly balanced emphasis on investment in China’s macro-education funding, resulting in the study of micro and meso, so the need to strengthen the empirical research of specific administrative areas compulsory education fiscal imbalance.The author studied by collecting Yearbook2009-2011Dalian compulsory education and education funding statistics and input level of compulsory education in Dalian, urban counties, the description and analysis of Dalian, the allocation of resources in compulsory education and the status quo is not balanced. The study found that Dalian Education funding the total limited, between the county district, thereby affecting the economic development gap between the level of investment in education in urban counties and among schools assigned uneven. By analyzing the current situation of of Dalian compulsory education fiscal County Interval configuration, summed up the causes of Dalian compulsory education is not balanced:a big shortfall of funds for compulsory education, compulsory education investment mechanism is imperfect education financial transfer payment system issues outstanding, effective security system is not established. I believe that government departments should increase the intensity of Compulsory Education to strengthen the mechanisms of Compulsory Education Funds establish clear responsibilities fiscal transfer payment system, sound security system for compulsory education in inter-regional configuration four aspects for the actual situation of Dalian, effectively promote the balanced development of compulsory education in Dalian.The paper is divided into five parts.
