| Education equity is one of the important components of the equalization of public resources.Education equity in compulsory education stage is related to social justice and affects the sustainable and healthy development of society.Since 2010,the equalization of compulsory education has become an important way to implement the strategy of equitable development of education.Taking S city--a city located atsome province in easternChina--as an example,this paper analyzes the distribution of junior middle school and the status of Inter-school equilibrium in S city,and puts forward some suggestions for further improvement in view of the existing problems in the process of promoting the equalization of junior middle school education in the past.Specifically,this paperconsists of three parts.Firstly,this paper combs the policy evolution of the entrance to Junior High School in S city since China’s reform and opening up.Secondly,given the absence of school-level data,this paper attempts to analyze and evaluate the educational equilibrium from the perspective of school districthousing prices,commuting distance and population coverage.Finally,based on the analysis of the first two parts and the actual situation in S city,this paper studies and summarizes the shortcomings of the compulsory educationalequalization and then proposes some policy suggestions.Research shows that:(1)In order to promote the equalizationof compulsory education,S city has launched two major measures: running schools by group and school district managementpilot.However,the areas of promotion are mainly confined to the elementary schools,and the promotion is slow at the junior middle school level.(2)The famous schools in S city are mainly located in the southeast and northwest regions.By contrast,the quality of schools in other regions are generally poor.(3)For the famous junior high schools’ districts,the average commuting distance is shorter and the population coverage is less,but there is no significant difference in the school districts housing price between thebetter and worse schools.(4)In S city,investment in compulsory education has been insufficient for a long time,and school-choosing behavior is a rational choice for parents and students lived in worse school districts.According to the simulation results of mathematical experiments,on the premisethat S City has passed the evaluation and confirmation of the high quality equalization of compulsory education at county level,the average difference of four indicators,such as the total value of teaching instruments and equipment perstudent,among junior middle schools in the main urban area are about 11 times,which meansthe equalization reached by S city is still at a lower level.Therefore,this paper suggests that school district reform should be promoted as soon as possible within the junior middle school,while the financial input of weak schoolsshould be prioritized and superadded.What’s more,on the condition of clarifying the relationship between public and private schools and the way of enrollment,it is quite necessary foreducation department in S city toexpandthe scope of school districts of better schools properly and tostrengthen the management and restraint of private schools rather than simply guiding the demand of school selection to private schools. |
