Research On Governance Measurements Of School Bus Safety

Children are the hope of the family, the future of the country. The safety of school bus, if can not get the attention of the society, the effective management of the government, will not only to threat the adolescents’life safety, but also become the factors that influence family happiness and social stability.After analyzing the cause of frequent accident of the school bus, we can learn that the cause are various, including poor operation environment of the school bus, the low quality of the bus drivers, the school bus safety legislation is imperfect and the division of responsibilities between the government departments is not clear, lack of citizen’s traffic safety knowledge, natural environmental factors, etc. On July1,2010, the state issued a "special pupil school bus safety technical conditions", and the school bus safety management regulations on April5,2012, from these we can see that our government attaches great importance to the degree of school bus safety. Though, the Chinese government has achieved very big progress in school bus safety management, but the school bus accidents still occurs. So, for the moment, how to solve the problem of school bus safety from the source, give full play to the role of the government to improve school bus safety management system, is an urgent problem needs solving. The school bus safety is an important part of the public security system, belongs to the category of the management of the government, the government has unshirkable responsibility in safeguarding students’safety and protecting the interests of the students. As defenders of the interests of the people, the government must earnestly safeguard the interests of the people, provide public services and goods for the public, create a safe and harmonious environment for their survival and development.This paper mainly adopts literature research,comparative analysis,case analysis on the present situation and reason of our school bus safety problems,summarizes in detail and analyze systematacially and through the introduction of the school bus management methods of foreign developed countries, trying to find measures suitable for the development of China’s national conditions, finally gets measures and suggestions of our country’s school bus safety management through a comparative analysis. This paper is divided into five chapters:the first chapter is the introduction part, mainly introduces the background of the topic, research significance, the research both at home and abroad, the research ideas and research methods. The second chapter paper studies the theoretical basis, first, the introduction of the school bus related concepts, including the school bus and school bus safety, then, in turn, introduces the theoretical basis of this article. Through governance theory, summarizes in the management of the school bus, not only the government should play a role, markets, schools, parents, students and the society should also form an effective participation and benign interaction between the school bus safety management. The public service theory illustrates the government should have the responsibility in the school bus safety management. The third chapter mainly introduces the current situation and existing problems of the school bus safety in China and the analysis of the reasons. The fourth chapter is the description of foreign school bus safety management status, including the United States, Germany, Japan, France, Canada, Russia, and the analysis of the present situation of their school bus safety management. The fifth chapter gives measures of China’s school bus safety management in view of the previous part, and combined with China’s current national conditions.
