The implementation of the policy "reduce the primary and secondary schools",gave students the trouble of long-distance to school,the school bus becomes the necessary traffic tools for students from home to school.School bus in our country belongs to new things,in recent years,frequent safety accidents become social pain points,caused the extensive concern of all sectors of society.In 2012,the Regulations on Safety Management of School Buses(hereinafter referred to as the Regulations)promulgated,marks the country's school bus management on the legalization of the track,this is by far the fastest China promulgated rules,shows the importance of school bus events.But even after the issued and implemented the regulations,the school bus safety accident did not stop there,from the exposure of the school bus safety incidents,the school bus accident happened mostly within the administrative divisions at the county level and below.County school bus safety management is faced with double predicament of government and market failure,needs the multi-agent collaborative governance,but multi-agent participation also brought a series of problems such as goal conflict,accountability,public participation,etc.County school bus safety management need to clear the responsibility of the government in the school bus system,regulate intergovernmental relations establish various functional departments,the school bus operating companies,and other entities within the coordination mechanism,management mechanism,so that the relevant departments perform their duties,close cooperation and concerted efforts The author through the D County bus safety management model for field research,proposed a multi-core governance model.Since the Regulations promulgation,all around to actively explore suitable for the local school bus management model,D County through practice to explore the design for the local reality of the school bus safety management model,government-led integration of all forces,To solve the problem of long-term financial burden because of government huge investment in school bus and no specific approach to management.In accordance with the principle of low-profit business,reasonable burden of parents,the appropriate subsidy of the principle of financial,brewing formed a government-led,sector linkage,the market operation of the school bus management model.In this paper,through the detailed analysis of the successful experience of D county school bus operation mode,this paper puts forward a kind of school bus-core diversified governance model,which is government-led,department,enterprise,school,social coordination,multi-linkage,framework policy system standardization,the specific operation of the process,supervision and protection of a comprehensive county school bus safety management model.This paper is divided into five parts:The first part introduces the purpose and significance of the paper research,collated some domestic and foreign school bus problem research literature,at the same time introduced the research content and writing ideas;the second third part analyzes the necessity of the government as the core and the multi-linkage in the county school bus safety management;the third part is a feasibility study on the feasibility of a multi-core diversified governance model,and analyzes the successful experience of D County school bus safety management model;the fourth part t puts forward the county school bus safety multi-core diversification model,with a view to other regions to provide reference;The fifth part is the conclusion part.
