Research On Government Functions In The Development Of Vocational Education In Shiyan

Vocational education is a very important part of China’s education system. It is a crucial approach to promote the economic and social development, produce needed jobs and improve people’s livelihood. As the first leading document for education,"National medium and long-term educational reform and development program" propose that we shall build a modern vocational education system, which reflects the lifelong education concept, balances the secondary and higher vocational education and be adapted to the transformation of economic development pattern and adjustment of industrial structure. Shiyan is located in Qinba Mountain, which is out-of-the-way and concentration of impoverished population. In this region, the country economy is lagging behind the urban economy; the industrial structure is urgently needed to be adjusted. And the development of vocational education constructs a new way to those problems. However, at present, vocational education in Shiyan confronts with lots of difficulties, such as excessive number of vocational school, market confusion of recruitment, lack of capability to serve local economy. Above all, Shiyan vocational education is in a critical period of adjustment and reform, in which the government would play an irreplaceable role. Thus, all the related departments must recognize their own shortcomings and existing problems in the management of vocational education, analyze the causes and take an active approach to strengthen and improve the functions of government, in line with local realities. This is the solid foundation of long-term healthy development of vocational education in Shiyan, and it is also the point and purpose of this paper.Based on the social an economic reality and vocational education practice in Shiyan, the author thoroughly analyzes the existing problems and the causes, mainly focus on the suggestions which could strengthen and improve the functions of government. Specifically, this paper includes five parts;The first part is introduction. This paper put forwards this subject based on the realities and requirements of society, economy and vocational education. And in this part, the author also states the theoretical and practical significance of this study, and offers an outline of the research achievements of both home and abroad, which emphasize on the connotation, actual situation of vocational education and the according governmental functions. In the end, the research ideas, research methods and innovative points are carefully summarized.The second part is about important concept and the related theory. The author first defines some important concepts of vocational education and governmental function, and then sketches out the related theories, such as, human capital theory, public goods theory and the theories of governmental functions.The third part concerns with the situation of the implementation of governmental functions on vocational education in Shiyan. Firstly, This part discusses the background, history and current situation of vocational education in Shiyan, and then analyze the mainly existing problems of the government in the performance of developing and managing vocational education.The fourth part refers to the causes of the problems which are listed in the third part. They are mainly the internal causes and the external causes.The fifth part focuses on the methods and countermeasures that strengthen and improve governmental functions for vocational education in Shiyan. It concludes six aspects: enhancing legislation and law enforcement, adjusting the management structure, promoting the combination of vocational education and local economy, integrating vocational education resources and developing vocational education group, and building guaranteed mechanism with the purpose of promoting the cooperation between vocational schools and enterprises.
