In the era of knowledge economy, knowledge, talents, and human resources become the key factor of social progress and economic growth. Human resources have become the most important resource. The comprehensive strength of a country depends on the quality of talent team. After the founding of the date, our country government is fully aware of science and technology, education, talents for socialist modernization construction. Published a lot of technology policy, expand science and technology talent development, optimize the talent development environment. Science and technology has made significant progress, science and technology talent team expands ceaselessly. We know that science and technology talent policy to our country social development brings change, while, also should face up to their own development, science and technology talent team also appeared many problems and challenges. Such as the lack of high level talent in science and technology, science and technology talent loss is very severe, scientific and technological personnel overall quality is not high. The cause of these phenomena for many reasons, one of main reason is science and technology talent incentive measure is not perfect. The perspective of this paper is policy content. To study the deficiencies of science and technology talent incentive policy, have to improve our country science and technology talent incentive policy to offer constructive opinion.Firstly, this paper founding of China Science and technology talent policy evolution undertook combing. Secondly, using content analysis as the basis, to find out the talents incentive policy content as the target problem, object and means, such as policy aim fuzzy, heavy talent of high administrative levels of talent, light material reward is not sufficient and so on. Problems caused by incentive policies are the main reasons of insufficient understanding, policy subject, policy joins insufficient, policy update lag, lack of policy measures, science and technology talent market system is not mature, scientific and technological talents cognition limitation. Finally, put forward to perfect the countermeasure of science and technology talent incentive policy. According to the existing main problems, respectively, from clear policy objectives, clear policy object, rich policy measure three respects put forward countermeasures and suggestions, such as respect for science and technology talents of young scientific and technological talents, enhance motivation, establish talent market liquidity mechanism. Overall, this paper uses the policy content analysis theory. From the policy goal, object, means of our country science and technology talent incentive policy problems.Puts forward some suggestions to improve science and technology talent incentive policy suggestions, so as to improve the overall level of science and technology talents team construction.
