Since the party convened the “18th CPC National Congress”,the state has paid more and more attention to talent work.General Secretary Xi Jinping has issued a series of important speeches,emphasizing the importance of doing a good job in talent work.Premier Li Keqiang's speech at the “National Science and Technology Awards Conference” pointed out that China's talent work needs to be further strengthened.It is necessary to establish a certain evaluation mechanism for talents and pay attention to the training of talents.With the convening of the "19th CPC National Congress ",China has entered a crucial period of building a well-off society in an all-round way.The efforts to realize the building of a socialist modern country cannot be separated from the high-quality scientific and technological personnel.In the drive of innovation,the core position of talents cannot be shaken,and further implementation of the strategy of strengthening the country through talents has important historical significance.Based on the current situation of scientific and technological talents in Tianjin,this research takes the scientific and technological talent policies of Tianjin and Shanghai as the research object,establishes the comparison model by using the theory of rooted theory and policy tools,and collects the relevant policies of science and technology talents in Tianjin and Shanghai.Applying Nvivo qualitative analysis software to qualitatively analyze the scientific and technological talent policies of the two places,find the similarities and differences in the work of Tianjin and Shanghai from the work of science and technology talents in order to discover the shortcomings and defects in the process of formulating Tianjin's scientific and technological talents and make reasonable suggestions.The research results show that Tianjin has a certain gap in the work of science and technology talents than Shanghai.First of all,Tianjin's science and technology talents related policies and regulations have a certain gap compared with Shanghai,lacking top-level design,which leads to the implementation of the implementation process is not in place;secondly,Tianjin is not as good as Shanghai in terms of talent training and overseas high-quality talent introduction.As a result,Tianjin has a gap in the registration of scientific and technological activities personnel and scientific and technological achievements,especially high-level scientific and technological achievements.In addition,Tianjin's work in related areas such as talent services needs to be further strengthened to stabilize the team of technology and talent work.Finally,this study provides a corresponding improvement strategy for Tianjin's scientific and technological talents in response to the above problems,in order to better carry out Tianjin's scientific and technological innovation work and build a beautiful Tianjin and comprehensively implement the national talent strengthening strategy.The theoretical framework model proposed by this research enriches the connotation of relevant research and provides an effective theoretical basis for the study of relevant policies in the future.
