At present, in the context of the implementation of quality education as well as the new curriculum reform, all kinds of teacher training programs are carried out throughout the country. Ministry of Education proposed a national training program since2009, as we briefly called "National training plan",which is a national brand and the first major project being implemented of the Education Plan.This year is the second year of the national training plan implemented in Hubei University, studies for the project have a few numbers, and are limited to the journal paper, dissertation has not appeared yet. Therefore, this topic is relatively a new study. Investigate the implementation and find out the existing problems of the plan, explore the scientific training models for rural backbone teachers, and improve the effectiveness of the training,are important issues which educators need to explore.The main research ways of this paper are documentary,questionnaire survey and interviewing method. Firstly,the author looked up relevant information and wrote a questionnaire, then selected backbone teachers to do the survey. In the mean time, in order to research the program deeply, five backbone teachers and the project leader were interviewed. According to the survey data, the essay analyzed the elements of the training model, including philosophy objectives, organization, content, tools, management and evaluation. Therefore, the paper summed up both the achievements and shortages of the Teacher Training in Hubei University. Then the paper listed some successful teacher training models at home and abroad. At the end of this article the author proposed the construction of scientific Rural Teachers Training Model which can be described as follows:based on teacher professional development, plans the traing objectives;based on teacher’s demand, builds training content; the key thread to teacher participates,innovative training method; strengthen the management and security systems; build scientific and integrated evaluation system, emphasis on post-training follow-up guidances and services.
