Since China’s reform and opening up, China’s higher education made remarkableachievements, and the quality of higher education is also a major concern. Withexpansion of higher education, much attention has been paid to the contradictionbetween quantity and quality. How to improve the quality of higher education at thesame time the quantity increasing become the focus of attention by people. As a kindof evaluation method, the higher education quality evaluation which is an importantmeasure to improve the quality of education and to promote institutions to establishinternal quality monitoring system is the necessary requirement of specifications ofhigher school education and management. So, it is necessary to study highereducation quality evaluation system in our country.First, this article expounds the theoretical concepts of higher education qualityevaluation, and points out that the work of higher education quality must have theproperties of objectivity, feasibility and effectiveness. Secondly, on the basis of combthe emergence and development of higher education quality evaluation in our country,achievements were summarized, such as unique higher education evaluation systemwas preliminarily formed, higher education evaluation subjects gradually tends todiversification and higher education evaluation intermediary organizations began toset up. Then, the organization mode of the higher education quality evaluation ofUnited States, Britain and France were analyzed, and found difficulties and challengesour country is facing. Last, measures were put forward to perfect our country’s highereducation quality evaluation combined with the problems and challenges China’sfacing.
