| With the acceleration of knowledge innovation, science and technology innovation and industry innovation, talent resource is becoming the most important strategy resources。The competition of overall national strength is the competition of talent resources. The one who has the talent advantage has the competitive advantage. Based on analysis of relative factors, by analyzing the present situation of talent resources in Shandong Province, this paper aims to find the problems and propose the measures that can speedup the development of Shandong talent development. Exerting talents' basic, strategy and determining push effects in social and economic development, Shandong can turn from a big province to a strong province and transform its population pressure to population advantage. This paper has certain significance in both talent resources theory and social economy practice.Considering its regional position, Shandong has good geographical environment and location advantage, but at the same time faces the threat of competition and brain drains. Demonstrations show the overall economy development of Shandong has great relativity with the number of the employees and capital assets investment, among which the number of the employees is more important. Therefore the sustainable development of talents deposit and staff quality plays a key role in regional economy competition.In this paper, the present study of talent theory home and aboard and the basic clue and innovation were expounded in chapter one. The theoretical basis of talent management and development and the talent growth law were introduced in chapter two. Some demonstration studies on the relativity of Shandong regional economy development and talents by using relative analysis model on the basis of analyzing the present talent situation of Shandong were illustrated in chapter three. The macro and micro measures of Shandong talent resources development were summarized in chapter four.
