Population aging is a developmental issue in the20thcentury all overthe world. This is also a basic national feature for China and the keystrategy of “active response to population aging” was raised on the18thNational Congress of CPC conference. Shanghai stepped into the stage ofaging ahead of other cities in China, and the next10years are estimatedto witness a rapid raise of this population, which means a much largerneed in diversified social elderly services. Social development alsorequires a better service.This article studied the current situation and related policies, and putup specific advices for some of the problems, providing someenlightenment for national aging management and services. This article isdivided into5parts:Part one illustrated the background, goals and articles review.Part two explained concepts of population aging, public services,elderly services and elderly care needs and relevant theories.Part three introduced the history, main causes, features and trend ofShanghai’s population. Shanghai was listed as the first area of Chinaentering population aging based on population censuses of the past. Byanalyzing the causes and features this part reasoned that Shanghai’s agingdevelopment is accelerating and an old aging era as well as aging parentsof the single child is coming.Part four introduced Shanghai’s current elderly services. This partanalyzed current elderly care needs and put up issues on inefficient family elderly care, inadequate social elderly care, shortened elderly carelength, inadequate public financial investment and inefficient elderly careproducts, services and industry.Part five illustrated tailored policy advices. It advocated a strategicemphasis on improving population structure and handling populationaging, advocated to strengthen family and community elderly care andservices, and to make full use of the elderly human resources, in order tolessen elderly care pressure and resolve the bottleneck problem of elderlypopulation development.
