It is very difficult to rear people. Education passes on culturalwealth which improves the level of thinking consciousness, helpspeople’s comprehensive development. Since the reform andopening-up policy, more and more people begin to pay attention tothe important role of talents for social progress. In China thetransformation from a large population to the human resourcesgreat nation in the process, the status and role of education isincreasing. The basic education of China goes though decades ofdevelopment, and the achievement is obvious to people at all levelsof education. The people will have more opportunities of education.But in the primary stage of socialism, economic resources andeducational resources are relatively deficient. A limited resource inthe internal configuration of basic education is more obvious to bethe imbalance phenomenon. Educational equity issues have alwaysbeen widespread concern in the community.Scholars’ studies the fairness of the allocation of educationalresources base of the government from all aspects in a long term.But because of the complexity and diversity of the concept ofequality, so the conclusions are not consistent. Educationdetermines the comprehensive development potential of the country, but also relates to the fate of every family. Every memberof society is closely linked with the education. The study ofeducation in basic education and the attitude of people on the basisof the allocation of resources analyze factors of government publiceducation resource allocation fairness satisfaction and make anevaluation of fairness in the government work. We hope through thedata reflect the public satisfaction to improve the work of thegovernment, so as to improve the fairness of elementary educationthe allocation of resources, optimize the allocation of resources.This paper is mainly on the basis of empirical research,combining with education, management, administration and otherdisciplines related to theoretical viewpoints and theory model. Itputs basic education resources functions of the governmentallocation as the core. And set public satisfaction as the guidancewhich will be the introduction of customer satisfaction evaluationtheory research to the government education resource allocation.Then confirm nine key potential variables in this paper, combiningwith the actual situation, understanding category of respondentsand establishing the measurable variables. By using the Fornellmodel, I constructed public satisfaction which is based on the fairallocation of education resources of model. Through thequestionnaire survey method combined with AMOS softwareanalysis making the conclusion. It is that as the core of publicsatisfaction variable by the public expectation, perceived qualityand perceived fairness of education degree three antecedentvariables explained approximately2/3. The image of thegovernment, the public trust in the dependent variable of public satisfaction degree of explanation also is higher than the half.Verify12hypotheses in the model test. It also shows the fit of themodel structure and the sample data have higher, model structurematching degree is very high.The creative points of this paper is analyzing the allocation ofeducational resources and public satisfaction, combining with thefairness of resource allocation of basic education of thegovernment and the public satisfaction. It provides the theory basisfor the public in real life. They should be actively involved in thedistribution of educational resources in the work of the government.This helps the government to listen to public opinion, improve thequality of government and service-oriented government. Secondly,the customer satisfaction model is modified, coming up with thepublic satisfaction index model for the allocation of resources inChina’s basic education. Thirdly, special education is setting forchildren and students, various forms of education development inthe interest of children included in the scope of the study. On thefourth, put forward some rational three suggestions to thegovernment allocation, including the expansion of investment inbasic education and improving the overall quality of basic education;continuing to promote the equal opportunity of education andimproving the public satisfaction; improving the government imageand making a virtuous cycle of construction about basic educationresources.
