With the rapid development of society,people pay more and more attention to the important role of talents in social progress.my country has changed from a country with a large population to a country with large human resources,and the role of education is becoming more and more important.my country has advocated education since ancient times.After the founding of New China,education has developed rapidly.After decades of development,my country's basic education has made great progress in education at all levels,the people have made progress,and the level of education services has improved.For a long time,scholars have studied the fairness of government basic education resource allocation from various aspects,but due to the complexity and diversity of the concept of fairness,the conclusions are not consistent.Education determines the comprehensive development potential of a country,and also affects the fate of every family,and every member of society is closely linked to education.As the drawbacks of China's education system reform are gradually revealed,basic education resources cannot meet the needs of the grassroots,and local education imbalances mostly rely on the government's allocation of educational resources.Long-term development is unfavorable,so it is necessary to further improve the reform of resource allocation and promote the fairness of basic public services in various regions.Starting from the theoretical basis of the allocation of basic education resources,this paper explores the current situation and existing problems of the reform of the allocation of basic education resources at the village level in Gansu Province.rural impact.This paper discusses the impact of resource allocation on rural basic education resources through current situation analysis,problem analysis,empirical analysis,reference from international experience and targeted suggestions.Based on the comparison coefficient and variation coefficient method to analyze the fairness of resource allocation,it is concluded that the equilibrium effect of material resource allocation is more obvious,while the non-equilibrium effect of financial resource allocation and human resource is stronger.On this basis,by learning from the successful experience of resource allocation in foreign developed countries,policy suggestions are put forward to further improve the fairness of the allocation of basic education resources below the provincial level.
