A Study On The Relationship Between Talent Resources And Gansu's Economic Development

With the rapid development of the changing world,the automation of agriculture,the technicalization of industry and the informationization of service industry are all inseparable from the advancement of science and technology.Talents are the endogenous driving forces for the development of science and technology.Xi Jinping once mentioned,“Development is the first priority,talent is the first resource,and innovation is the first driving force.If China does not take the road of innovation-driven development,the new and old kinetic energy can not be converted in a smooth way and our country can not be truly strong.Being truly strong must rely on innovation,which depends on talents.” Every step of social development depends on talent resources.As a throat place of the northwestern industry in the early days of the founding of the People's Republic of China,Gansu Province has obvious advantages in the heavy industry.However,because of its remote geographical location,natural environmental deviation,and slow economic development,Gansu Province has suffered from long-term and large-scale brain drains.Therefore,it is of great strategic significance to study the relationship between talent resources and economic development in Gansu Province,analyze the causes of talent resources problems in Gansu Province and propose relevant countermeasures.In view of the causes of talent resources problems in Gansu Province,this paper has made a general analysis of the classification,influencing factors and importance of the concept of talent resources.With the analysis of the current economic development of Gansu Province,the urgency of the demand for talents in Gansu Province should be highlighted.This paper has used the number of graduate students,ordinary higher education institutions and technical school graduates in Gansu Province from 2005 to 2017 and the GDP of Gansu Province.Using the correlation analysis and doing empirical research,this paper has analyzed the graduate students and ordinary students in Gansu Province from 2005 to 2017,the correlation between the number of graduate students,the number of graduates of ordinary higher education institutions and the number of graduates of technical schools and the GDP of Gansu Province.The study has found that the P value of the number of graduate students,the number of graduates of ordinary higher education institutions and the number of graduates of technical schools are 0.2827,0.0096 and 0.2371 respectively,indicating that the number of graduates of ordinary higher education institutions has a greater impact on the GDP of Gansu Province,and the number of graduate students and the number of graduates of technical schools has smaller impact on the GDP of Gansu Province.At the same time,the economic development in Gansu Province is the Granger reason for the graduates,indicating that the economic development in Gansu Province can promote the number of graduate students by the means of the Granger causality test.It can be seen that the relationship between talent resources and economic development is inseparable and reinforcing in a mutual way.Without talents,there would be no innovation,and without innovation,there would be no development.Based on the above research conclusions,this paper has analyzed the causes of talent resources problems in Gansu Province from the historical factors and realistic factors.At the same time,this paper has proposed the possible suggestions and countermeasures for relieving the talent resources problems in Gansu Province from five aspects of economic development,human settlement,investment attraction,talent introduction policy and promotion spirit.
