The Research For Human Capital Investment Of Rural Education Of Shanxi Province

The eighteenth meeting report points out, the issues of “agriculture, farmer and rural area" isthe top priority in the work of the party. The key to the problem is about the farmers. And the issueof increasing farmers’ income is the most outstanding. Shanxi is a less developed inland province,the issue of farmer is particularly outstanding, and the rural education investment level of humancapital is behind, leading to low income of farmers, which hindered the Shanxi rural economic andsocial development. Therefore, through the research of Shanxi Province rural human capitaldevelopment present situation and the problem, analyzes the reasons, finally put forward thecorresponding policy recommendations for Shanxi Province rural economic and social developmentis of great significance.In reference to relevant theories of predecessors’ research results and practical experience，onthe basis of human capital theory and education human capital theory, this paper takes the ruraleducation human capital in Shanxi Province as the main research object, analyzing the currentsituation of rural education in Shanxi Province human capital investment and human capitalinvestment of rural education in Shanxi Province, the per capita in Shanxi Province educationcurrent situation and problems of fixed number of year to study current situation and problems ofShanxi Province, the rural education present situation and problems of human capital investment.From spending, management system, education propaganda and education three aspects analyzesthe Shanxi Province human capital investment in the cause of the problem. Based on the inspirationof foreign rural education investment experiences, the feasibility countermeasures to solve theproblem are proposed: increase investment in rural education; improve the utilization efficiency ofhuman capital investment of rural education; establish and improve the financing mechanisms;broaden the education of human capital investment channels; build up good social investmentatmosphere; change the education concept of human capital investment.
