The popularization of higher education has brought a series of problems for thedevelopment of higher education, the more prominent issue is the decline in the quality ofteaching. For colleges and Universities, teaching is the central work of the school, teachingquality is the lifeline of the development of the school. However the present universityattaches great importance to scientific research, scientific research in the overwhelmingposition in the University, the teachers spend most of time and energy invested in scientificresearch, not high enthusiasm for teaching, rarely consider the teaching research, notteaching as academic actively carry out teaching research. Investigate its reason, is the lackof Middle School of the teaching management system and lack of the scholarship ofteaching management concept caused. Since1990the thought of "scholarship of teaching"has been proposed, many colleges and universities in the United States are discussed andpractical warm and achieved good results, greatly improved the teaching quality. Thisarticle attempts thinking on the reform of teaching management in Colleges from theperspective of the Scholarship of Teaching and Learning. First analyzes the lack ofacademic embodied in teaching management: Teaching management lag managementconcept hinders the academic teaching, Research-led academic atmosphere resulting in thelack of attention to teaching, Standard system is single, the teaching management systemlacks flexibility, the quality of construction is lack of teachers teaching academic attention,teachers are lack of advanced teaching theory, then analyzes the factors of restrictingacademic teaching management from the four aspects of management, the innerenvironment of the school, college and university teachers, performance managementsystem, and then provide the strategy from the perspective of academic teaching for thereform of teaching management: advocates of " scholarship of teaching " as the guidingconcept of management, construction on the base of " scholarship of teaching " teachingatmosphere, the establishment of teaching management based on the relevant system ofacademic teaching, it includes four aspects: the construction of the systematic reform ofteaching system, evaluation system of teaching management in academic basis, to establisha reasonable system of academic evaluation, the formation of the scholarship of teachingquality management system, establish academic oriented teaching incentive and restraintmechanism based on, developing teacher training and teachers’ specialization based on thescholarship of teaching and learning, constructing teaching team based on the scholarship of teaching and learning, advocating reflective teaching based on the scholarship ofteaching and learning.
