Urbanization is served as one entry of the strategic points on expanding domestic demand in our country and it is rapidly advancing recently. In the Eighteenth National Congress of the Communist Party of China, Comrade Hu Jintao, on behalf of the CPC Central Committee, pointed out," we should follow the Chinese unique path of the new industrialization, informatization, urbanization, agricultural modernization, and promote the development together of industrialization, informatization, urbanization and agricultural modernization." In2011, the government in Guizhou Province proposed the main tone about "accelerated development, speeded-up transformation and impellent across", and also implemented the "three synchronization" development strategy of industrialization, urbanization, agricultural modernizationIn the course of the study, this thesis combines with many relative theories such as the regional industrial theory, the theory of sustainable development, the harmonious development theory and human capital theory. Furthermore, it unites the development of secondary vocational education with the targets of promoting regional economic development, upgrading the service area industry, speeding up rural labor orderly flow and achieving the harmonious development and regional sustainable development. Based on the research background at home and abroad, the thesis mainly focuses on the opportunities and challenges on the needs and development of secondary vocational education by the context of the urbanization strategy. The main opportunities are that urbanization enhances the fundamental needs of secondary vocational education. Besides, the increasing growth of the town promotes the development of secondary vocational education. In addition, the adjustment of industrial structure promotes the great development of secondary vocational education. When it comes to the main challenges, they are stated as below. Increasing employment demand in China challenges the scale and speed of the development of secondary vocational education. Moreover, the industrial optimization and upgrading greatly affect the educational goals of secondary vocational education. Furthermore, a large number of rural surplus labor force needs to be transferred in particular throw, which influences secondary vocational education, especially school forms of vocational education. Finally, the rapid development of urbanization challenges the formation and ability level of teachers’Afterwards, the thesis chooses the actual situation in Guiyang City as an example to analyze the existing problems of secondary vocational education with the development of urbanization. It mainly represents in five perspectives that school conditions cannot meet the needs of the development of urbanization. The school scale cannot adapt to the needs of social development, too. The quantity and quality of teachers cannot meet the needs of the development of modern vocational education. Besides, the existing professional cannot meet the social demand. As for the qualified personnel, there are gaps among the needs of enterprises. At the end of the thesis, it proposes strategies that secondary vocational education serves the coordinated development of urbanization in Guiyang city. They are mainly from the macro-policy, the meso level and the micro-policy level. When it comes to the macro-policy level, it proposes policy system of adapting the modern development of vocational education, such as secondary vocational education investment policy, political and school-enterprise cooperation policy, teachers’policy and the students’grown-up overpass policy. From the meso level, it puts forward to speed up the pace of reformation on secondary vocational education through the innovation investment mechanism so as to form the multi-channel input for secondary vocational education. It is also necessary to carry out the integration of resources and form efforts from secondary vocational education development. Besides, people could innovate the training model in order to build the overpass for the secondary vocational school students’development, and accelerate to restructure vocational education for building the vocational education system so as to adapt the needs of urbanization development. From the microcosmic level, secondary vocational school needs to accelerate the connotation construction which serves in the development of urbanization. Through building professional groups and curriculum system of urbanization development, moral management for the aim of sustainable and talent person is able to be implemented. In addition, teaching reformation refers to the direction of fostering the skilled and talent personnel. It also involves setting up the educational mechanism of direct access to the market. Finally, in order to meet needs of rural development, it is helpful to increase the training for the adult working population in rural areas by carrying out vocational skills training. Through the implementation of entrepreneurship training to adapt to the needs of urbanization development, the target about promoting rural economic development and orderly transferring rural population would be realized.
