Being a complicated project, urbanization is in desperate need of set of supporting measures in the course of its healthy and sustainable development. Secondary vocational education(SVE),one of the education the most closely related to the economic development and individual employment, faces opportunities in urbanization which is a task both glorious and arduous. SVE shares weal and woe with urbanization. Healthy development of urbanization cannot be achieved without SVE as it provides high quality human capital for the former.With SWOT analysis, this thesis has pointed out advantages of SVE in Shandong province based on the actual situation in Shandong province:great importance China has attached to SVE,reasonable adjustment of School numbers, and rather perfect teaching resources in Shandong province. At the same time, disadvantages still exist such as insufficient investment of government,low overall quality of secondary vocational school students, lack of "double-qualified" teachers,disjunction with need of society, and weak linkage between SVE and market. The rapid development of urbanization brings opportunities for SVE. The importance of SVE is further strengthened by the government. Transformation of industrial structure offers a variety of development opportunities for SVE. The development of urbanization requires SVE to provide human resources. However, SVE also faces great challenges. High quality education resources become tight due to the increase of urban population. Population growth brings huge employment pressure to the society. School education resources are in urgent need of integration.This thesis adopt empirical study method to present the scale of SVE institutions, students,staffs, school property assets and schoolhouses of secondary vocational schools in Shandong province objectively. Then it indicates the problems SVE in Shandong province is facing,under-funded, unreasonable majors’ setting, single cultivate mode, and weak faculty.With SWOT and empirical study, this thesis raises feasible measures. Government must improve the mechanism for ensuring adequate funding. school of SVE must adjust the structure to satisfy tertiary industry and innovate in cultivating mode. It must strengthen the construction of teachers team, scale up the “double qualified” teachers and organize “city leading countryside”educational group to facilitate the booming of SVE in Shandong Province. What countermeasure this thesis has put up can be a reference for mutual development for both urbanization and SVE.
