The great development of higher education has been determined by the "The development of21century’s education" set by the Education Ministry in1999and the third educational conference of nation. From then higher education scale of our country began to expand promptly. In2002, the total rate of admission to colleges was15%, which means that our higher education had already come into the level of public education, and it has gone up26%.Although Gansu is located in the remote northwest area and natural condition has some limitation to economic development, the needs of high-level professionals are greatly increasing. In addition, with the implementing of series of reform policies, Gansu’s economy has already developed quickly, compared with that before.Accordingly, higher education of Gansu has already developed so greatly and achieved enormous accomplishment. However, there are some problems which hinder its healthy and substantial development. Therefore, this study attempts to find out the problems and the factors, which is based on the Gansu’s higher education scale, and the corresponding measures have been pointed out.This paper can be divided into four parts:The first chapter describes relevant research background and literatures; meanwhile it puts forth the problems, contents, approaches and feasibility. The second chapter probes into the current scale of Gansu’s higher education and existing problems. The third chapter analyzes the main factors that affect its scale and development. The fourth chapter tries to find out some solutions to the problems. Therefore, the five suggestions are made. Firstly, we should do our utmost to utilize current educational resources and raise funds scientifically in order to improve schooling condition. Secondly, we should focus on the improvement of educational quality to cultivate innovative talents, with the expansion of educational size. Thirdly, we should carry out strict standard of tuition to further to improve the students’ aid system that is scholarship. assistant, subsidy or reduction and exemption of the tuition fee. The fourthly, we ought to strengthen the faculty’s quality to improve teachers’ level as a whole. Finally, we need to pay attention to the classification, level and layout of higher education, and rationality of educational structure.
