Teachers’ treatment in compulsory education has always been a hot topic in thefield of education.Many scholars have carried out investigations from different levelsand angles. However, the research conclusion is not optimistic: Although the teach-ers’ treatment has been improved, it still can’t adapt with our country’s economy. Soit need to be further improved. In order to solve the problem of teachers’ salaries incompulsory education school, encourage them to improve work performance,andimprove teachers’ treatment, China has carried out the policy of performance relatedpay in compulsory education schools from January1,2009, It has been four yearssince the time, Shijiazhuang also carried this policy, researchers and managers payclose attention to the results of implementation for4years.The paper chooses teachers in Shijiazhuang compulsory education schools as theresearch object,studying the implementing status of pay for performance in Shijia-zhuang compulsory education schools by investigation method. Through analyzingthe data of the survey results, we found the following problems: Performanceappraisal fairness is being questioned; The assessment indicators has been excessivelyquan-tified; Evaluation subject is unitary; Teacher has controversy for evaluationcriteria, which lead to a weak incentive function; Pay related performance does notconsider the impact of the income tax, which lead to teachers’ less actual income andis contrary to the original intention of the policy; Teachers’ salaries has been pulled alarge gap between different regions; Government regulatory responsibility is not inplace; Pay related performance special funds is insufficient; Egalitarianism still existswithin the region. Finally, to address these issues, researcher put forward some policysuggestions to the government and schools. For example, In order to protect teachers’interests, the government should build a fair and reasonable performance evaluationmechanism;Adjust the mode of offering incentive payment, turn back the reversedirection adjustment situation of personal income tax to teachers’ income; Emphas-izing the government funding responsibility, increasing the magnitude of the financial incentives to teachers; To ensure that government responsibilities and finances are inplace, an effective system of accountability system and oversight mechanisms shouldbeen established as quickly as possible.
