December 21,2008 Premier Wen Jiabao presided over the State Council executive meeting to consider and principles of the "Compulsory education school implementation of performance pay guidance"(hereinafter referred to as "opinion"),decided to start from January 1,2009 in the national compulsory education schools to implement performance pay,try to pass the wage system reform,Improve the salary of teachers,strengthen the encouragement of teachers,promote the balanced development of education.But such a policy of benefit to teachers since the implementation has not received the unanimous support of teachers,but caused a lot of dissatisfaction of teachers,so this article to the compulsory education teachers as the research object,in the full study of the compulsory education teacher performance wage related policy text and predecessors of the study of teacher performance pay,based on By using the method of literature analysis and interview,this paper presents the content of the compulsory education teachers ' dissatisfaction with the performance pay,and analyses from two aspects of the external and internal psychological reasons,on the basis of which,the author puts forward some suggestions for improvement from the two levels of school administrators and teachers.The study found that teachers ' dissatisfaction with performance pay is manifold,through interviews with different teachers and principals,this paper concludes the specific contents of compulsory education teachers' dissatisfaction with performance pay,which is mainly summarized as following two aspects:firstly,the content of discontent between ordinary teachers and middle-level cadres,and the increase of teachers ' salary after the first performance pay Compared with other industry wages are still in a weak position,the second performance wage is to reward themselves with the teacher's own money,the third class teacher's workload and the teacher's allowance is not directly proportional to the teacher's allowance assessment distribution unreasonable,the fourth incentive performance pay assessment distribution is unfair,The five incentive performance pay assessment scheme has a black-and-black operation;Secondly,the content of the principal's dissatisfaction with the performance pay,the first incentive performance pay assessment rules difficult to make,the second incentive performance wage distribution dilemma.Based on the analysis of the content of the teacher's dissatisfaction with the performance pay,this paper probes into the specific reasons why the teachers are dissatisfied with the performance salary from two aspects.The external reasons include:The first performance appraisal ignores the teacher's implicit labor value,causes the teacher pays and the repayment not to be equal,the second teacher performance salary appraisal plan formulation's irrationality causes the teacher dissatisfaction,the third principal's own question causes the performance appraisal plan scientific,the rationality flaw.Internal psychological reasons are:the gap between the internal demand of the first teacher and the performance wage supply leads to the dissatisfaction of the teachers,the second teacher has the irrational cognition of the performance pay assessment distribution,the third teacher has the irrational cognition of the performance salary increase and the expectation equality,the fourth teacher as the inherent social comparison psychology.Finally,from the school management and the teacher himself two to shorten the implementation of compulsory education performance wage and reality gap corresponding measures:the first perfect performance pay assessment system,so that the implementation of performance pay and the original intention;second rational view of performance pay,eliminate the dissatisfaction of performance pay.
