Teachers are the core resource of the development of education; the development of rural education can not be separated from the support of teachers in rural areas. With the concept of compulsory education being widely accepted and the concept of the balanced development of compulsory gradually enhanced, the requirements for teachers in compulsory education will also improve with the development of education. At present, teachers in compulsory education in rural areas present some problems, for example, shortage of quantity, low quality, irrational structure, serious losses and so on. Besides, existing rural teachers complementary mechanism runs sluggishly, so it is of great practical significance to research the teachers complementary mechanism of compulsory education in rural areas and to put forward some preliminary proposals for perfecting mechanism.By analyzing the teacher complementary mechanism in rural compulsory education theoretically, we have known the necessity of the research. The study takes X county in Shanxi Province as an example; we used questionnaires to teachers of the county’s rural middle and primary schools, and we obtained the overall condition of the county’s rural areas teaching staff. Then by interviewing leaders of the county education departments and several schools, we have known the operation of complementary mechanisms.Through the survey, we found some problems in the mechanism. From macroscopic view, there is an unclear understanding about the concept, unsound system, and ineffective national policy and so on. From microscopic view, there exists a single complementary approach, inefficient management, unsmooth information feedback platform and so on. The paper analyses the reasons from macro and micro view, and puts forward some preliminary proposals for perfecting mechanism form macro and micro view:an accurate understanding of complementary mechanisms, the sound teachers supplement and construction system, establishing a scientific management system, proper implementation of national policies, enriching complementary approaches, Improving management efficiency, and creating a smooth flow of information and feedback platform.
