Compulsory education is the cornerstone of national rejuvenation,and it is also the top priority in solving the problem of inadequate education development in China's educational reform process.At present,China has comprehensively popularized nine-year compulsory education and achieved remarkable results.However,according to the major historical judgments of the new changes in the main contradictions of our society based on the report of the 19 th National Congress of the Communist Party of China,there should be new requirements for education reform,that is,how to make the majority The people enjoy fair and quality education.The pursuit of fair and quality education needs to promote the balanced development of compulsory education,including the balance between urban and rural,inter-school and individual.Pursuing the balanced development of compulsory education,the quality of education is the key,and teachers,as the direct implementers in daily teaching,directly affect the quality of education and are the core components of educational resources.Therefore,the balanced allocation of urban and rural compulsory education teachers is crucial to comprehensively promote the balanced development of compulsory education in China.This study focus on the problem of the imbalance between the urban and rural teachers in the county-level compulsory education in the field that is less involved in the past research,and select the county-level city Y city as the target case study of the urban and rural teachers in the compulsory education stage.This paper is divided into five chapters.The first chapter introduces the background and significance of this research,establishes the research object and goal,analyzes the research content and framework,and adopts the corresponding research methods to explore the research innovation and deficiency.It also carried out a detailed analysis of the research on the balanced allocation of compulsory education teachers at home and abroad,and profoundly summarized the relevant theories and practical explorations.The second chapter is related concepts and theoretical foundations.Firstly,the core concepts involved in this paper are defined.Secondly,the related theories of the balanced allocation of urban and rural teachers in compulsory education in ethnic areas are introduced as the basis of this paper.The third chapter is the core part of the quantitative research.After the investigation and design,Y City was selected as the research object for on-the-spot investigation.Through in-depth interviews with the leaders of Y City Education Bureau,and in-depth visits to two urban schools and three rural schools.In the process of issuing questionnaires and interviews,we will closely communicate with local front-line teachers.From the perspectives of teacher structure,teacher quality,teacher welfare,teacher work and training,teacher stability and mobility will,Y City is currently in compulsory education.The status quo of urban and rural teacher allocation.The fourth chapter focuses on the results of quantitative research,sums up the problems in the allocation of urban and rural teachers in the c-compulsory education in Y city,and analyzes from the four aspects of weak rural economic foundation,large gap between urban and rural teachers,old education and backwardness,and imperfect teacher training mechanism.the reason.On the basis of the analysis of genesis,the fifth chapter closely links the actual situation of education in Y city,and proposes to improve the urban and rural teachers' allocation in the county-level compulsory education stage by accelerating the economic development of rural areas,expanding the supplementary channels of rural teachers,and comprehensively improving the quality of rural teachers.Strategies and ideas for unbalanced status.
