The exploitation of curriculum resources, not only is prerequisite for reaching curriculum goals, but also an important guarantee for reforming and implementing curriculum. In Huai River drainage area, various cultural resources can serve for local education. So educators should ponder how to make full use of them and forge education to a new height.Anhui flower drum art is a popular Han folk singing and dancing art in middle reaches of Huai River. It is not just a kind of folk art, but also a living folk art forms. To exploit and utilize the local art resource reasonably not only conforms to the education localization development trend, but the main demand of the development of local education. However, for a long time, the music curriculum resource is not exploited and used effectively in this area which due to multiple factors. So it has practical significance about the study of the local art resource of exploitation and utilization effectively in this area kindergarten.This dissertation, take Anhui flower drum art as an example, observes and studies its music culture, including Anhui flower drum song’s history, culture, music modality and its characteristics. Then extracting the worthy music education ideas that implicated in Anhui flower drum song’s culture. Based on investigation above, try to conceive a natural state of music curriculum resources in Huai River drainage area Uyghur kindergarten, and then deliberate on the theoretical foundation, principles, objectives, contents, etc.The dissertation, based on flower drum art, takes kindergarten A in Bengbu area as an example, adopts case study as its main research method, and synthetically applying documentary, interview, observation, object gathering, etc. so that we can investigate its objectives, contents and methods of exploring music course resources. Research finds that:the orientation in the exploitation of music curriculum resources is unclear; the contents are unitary and the approaches are monotonous. On the bases of previous research, analysis related factors that involved in it. Results show that:explicit and implicit factors disproportionately influence the exploitation of folk music curriculum resources. Those explicit factors are textbooks, teachers, managers, parents, communities, etc. While implicit ones mainly are kindergarten’s culture and administrative departments. Therefore, to explore folk music curriculum resources in ethnic areas, we should strengthen the training on teachers in multi-level diversity so that they can build and enhance the idea and ability in exploitation of folk music curriculum resources; clear goals settings; enriching curriculum exploitations contents and expanding approaches of curriculum exploitation; establish the management mechanism of security and so on.
