The connection between curriculum and curriculum resources is very close, if there was no curriculum resource, there was no course at all. The scope and level of realization of the implementation of curriculum objectives depends on the richness and flexibility of curriculum resources; the scope and level of curriculum implementation depends on the richness and development of the curriculum resources and the utilization; the development and utilization of curriculum resources is important for the changing of course function and learning methods. The development of kindergarten curriculum resource can help to take individual differences in children into account, and more effectively promote the development of young children. With the advance and development of kindergarten curriculum reform, the development and utilization of a variety of curriculum resources is an effective way to achieve the school curriculum decision-making power. In Shandong province with rich traditional cultural resources, to seize this opportunity to fully and effectively tap their own resources for education and achieve continuous development of education, has become an urgent need for concern.Based on this, this study is based on the perspective of curriculum resources development, and regard kindergarten folk dance curriculum resources as the breakthrough point. First of all, to explain the education value of Jiaozhou Yangko art in Shandong province, on this basis, to demonstrate theoretical basis of the development of kindergarten folk dance curriculum resources through situational analysis of the system theory, the life education theory, the development of school-based curriculum theory and Fullan’s education reform theory. With Jiaozhou Yangko in Shandong province as an example, this study makes kindergarten A in Jiaozhou as a case study. With researchers in-depth the scene of the development of the kindergarten folk dances curriculum resources, this study makes integrated use of literature method, interview method, observation method, collecting method and other methods, in-depth study the target, content and way of the case kindergarten curriculum resource development. Then the study presents and analyzes research results, and analyzes the factors affecting the kindergarten folk dance curriculum resources development.The study shows that:Teachers in kindergarten A are not clearly understanding the exploitation of dance curriculum resources; The contents of the teaching material resources are unitary and the approaches are monotonous; The excavation in deep meaning of Jiaozhou Yangko are not enough; Teachers’ initiative and enthusiasm in exploiting kindergarten folk dance curriculum resources is very high, while during selecting roles, they always in favor of female characters; When they creating the physical environment, they could put Jiaozhou Yangko culture into it, while the roles of Jiaozhou Yangko involved in it are very limited; In addition to lead the children go out to watch the jiaozhou yangko, the interpretation of the role of Jiaozhou Yangko is unitary, the male roles of Jiaozhou Yangko involved in it are also very limited. To solve these problems, some suggestions are been put forward, including to provide the system, material and spiritual support for the kindergarten folk dance curriculum resource development; to establish the correct education idea and view of curriculum resources; to strengthen the training of teachers; improving teachers’ consciousness and ability of dance curriculum development; to enrich the content of kindergarten folk dance course resources development; to extend the way of kindergarten folk dance curriculum development.
