It is reported that about2/5of the university graduates do not find a job in2012, while companies are increasingly difficult to recruit skilled workers needed urgently. In order to resolve the contradiction between the shortage of skilled workers and the great employment pressure,it is necessary to implement the "Modern Apprenticeship" by which promote the endogenous development of higher vocational education. As a talent-cultivating model based on School-Enterprises Cooperation, the "Modern Apprenticeship" focuses on students’ skill-training and teachers&master-workers’s cooperative-teaching, where courses link the schools to enterprises.Whether "Modern Apprenticeship" could exert the economic and social benefits effectively is not in how the school could be constructed and developed but in whether the positive support and cooperation could be achieved from the government,enterprise,industral organization and even the whole social concept for this kind of talent-cultivating model. Higher vocational education should be guided by the market-oriented and ability-oriented concept, focusing on the demands of social progress and individual employment,and as we know,the external environment plays a decisive role in the development trends and quality standards of higher vocational education.Therefore,this study and analysis about the external environment in the higher vocational education is the premise and foundation of successful implementation about "Modern Apprenticeship". The study mainly adopts the methodologies such as literature research method,questionnaire survey and in-depth interview.besides this,an exploratory case study:National demonstration vocational college-Z in Chongqing City has been used in the research to investigate "Modern Apprenticeship" in higher vocational education.Main four aspects within this study are as follows:Firstly, Talcott Parsons’s theory about Structural Functionalism-AGIL Model aims to make analysis of internal interaction within a whole system and eventually achieve an equilibrium situation by means of convective exchanges.which are based on four aspects-Adaption,Goal attainment,Integration and Latency pattern maintenance. Above all,AGIL function analysis frame is an essential of the evolution and development for all social systems or organizations."Modern Apprenticeship" in higher vocational colleges can be considered as a social action within a particular system and then analyze the factors influencing the external environment protection guided by AGIL Model.Finally some relevant implement strategies were put forward from the perspective of government, enterprise, industral organization and social concept.Secondly,The information of implementation about the "Modern Apprenticeship" in higher vocational education was investigated to analyse its characteristics and present states.In this process.the main propose is a finding of problems about "Modern Apprenticeship" in the external environment protection.such as:the incomplete laws, a shortage of funds, the lower enterprise engagement,etc and seek for the causes of insufficient insurances.Thirdly.On the basis of recommend and commentary on German"Dual System"and Australia "New Apprenticeship",the appropriate strategies were put forward to "Modern Apprenticeship" in higher vocational colleges. First of all, the government should formulate supportive policies and definite laws,increasing the financial input on higher vocational education.Then, enterprise should stretch the mind of "Modern Apprenticeship", forming modern enterprises’educational system and a concept of appropriate talent’s education and reserves.Furthermore, the industral communication systems should be stablished which can associate with the interests of all parties, strengthening the management of professional qualification authentication and the innovation of industral systems. Last but not the least, the society should strengthen publicity and advocate vocational education lifelong based on inheritting and developing ancient civilizaion of "Mentoring" culture. Fourthly, This study aims to provide a more beneficial idea about external environment protection for "Modern Apprenticeship" in China.Only the depth of the cooperation between enterprises and colleges can we truly achieve a win-win situation and coincide the basic enduring interests of all parts,can we eventually integrated characteristic higher vocational education and individualism into the harmony of human all-round development and social progress.
