Public elective courses in higher vocational colleges are administrated by the school educational administration department, which is opened for enriching students' knowledge and enhancing their comprehension.Regardless of an important role of the elective courses in talent training for higher vocational education,it is to some extent marginalized in academies. Some problems encountered in the actual implementation of public elective courses restrains the positive effects of it in talents training, such as the imbalance of curriculum structure, the blindness of students' selection, the loosening of teaching order and the lack of strict curriculum assessment. This paper aims to build up a targeted elective course system, including the construction of network teaching platform, the usage of modern information technology and network course resources.Based on the present situation of public elective courses of modern apprenticeship students, this paper has analyzed the factors that lead to the inefficiency of elective courses from the students, teachers and administration perspectives.Additionally,it puts forward the countermeasures and suggestions to solve the problem in the elective course management of modern apprenticeship.Accordingly,it is necessary for the academic affairs office to conduct public elective curriculum reform and encourage teachers to design "Micro-Course" and "flipped classroom” so that the initiative of students can be motivated on elective courses. In addition, the academic affairs office should not only establish and improve an efficient management system of public elective courses, but also strengthen the teaching management and the supervision mechanism, furthermore,to increase more active effects of public elective courses in talent training in higher vocational colleges.
