China is currently in the developent stage of the dual econoy, resulting in groups ofigrant workers leaving rural areas to urban eployent, while their children were forced to stayat hoe due to various reasons of national policy, and econoic conditions, and thus the forationof China’s transition large vulnerable groups-children left behind. According to the ChinaWoen’s Federation, the latest statistics show that in2008, the total nuber of the children leftbehind in rural China is about58illion, accounting for approxiately18-22%of the total nuberof children, of which one-third of the children left behind parents overseas workersthan fiveyears.The eergence of huge groups of children left behind, but also akes the proble of childrenleft behind ore attention fro scholars, about the care and education of the children left behind,and scholars fro the perspective of different disciplines any explore, and the national andprovincial governents and relevant departents also and forulated a nuber of policies andeasures to solve the proble. Around the regional realities, the proble of children left behind tosolve the still ore difficult, the ipleentation and ipact of specific policies to be assessed andiproved.In this article, I intend to support the faily point of view, in order to proote consistency ofpurpose of the children and failies to study the care and education of children left behind.Generation because the children left behind, not because of the children left behind what thereal reason is that the children left behind changes in faily structure, the incoplete failystructure is the root cause of the care and education of children left behind issues highlighted.Our existing way of Save the Children Left Behind, not only fails to effectively solve theproble of children separated fro their failies, but they have also intensified this separationphenoenon. Thus how to effectively solve the proble of the care and education of children leftbehind, should not just proceed to resolve the individual probles of the children left behind,but rather should focus on holistic role in the play of the children left, thus this paper in orderto support the faily angle analysis proposed policies to proote and social workers interventionand other ethods suggested, in order to be able to play a good role in prooting the solution tothe care and education of the children left behind.
