Higher education with Chinese characteristics is an important part of China’ssocialist modernization. The adherence to the leadership by the Party in public higherschools is a college management system that is applicable to China’s current condition,and makes higher education be at a political advantage as well. Success at seniorschool-management has gradually become a practical route to promoting China’shigher education to a historical stride. It is, in large measure, dependent on theleadership by Party committee members in public higher schools to seizeopportunities and tackle challenges, and eventually establish high-class and “publiclysatisfactory” higher schools. The collective leadership, instead of some individual’sleadership of all Party committee leaders plays a key role in winning the advantage incompetition.This study focuses on and probes into the leadership of the Party Committee inhigher schools. The area and process of implementing the Party committee leadershipwould be concerned and explored based on principles of organizational behavior, andresearch results in leadership sciences and team theories, so as to clarify whatqualities and skills college leaders should possess in the development of reforming thehigher school management, and what system thereon should be constructed todemonstrate the leadership of the Party committee. A probe into strategies tostrengthen the leadership will be conducted based on solutions to some relativeproblems in the hope of providing a “prescriptive” guidance to the Party committee’spractice of renovation.The introductory part, as the beginning of the dissertation, presents themotivation and background, as well as purposes and contents in the research and thenthe theme developed with the literature review, and defines the theoretical andpractical significance of the research and a sketch of its technical methods.The second part analyzes the nature of the study, and defines Party committeeleadership in higher schools through literature review and the enlightenment revealedin related theories, by taking into accounts performance characteristics of Party committee and the differentiation of relative notions. A system of Party committeeleadership is then constructed from the three dimensions of basics factors, conditionfactors and field factors, and therefore to define the denotation of Party committeeleadership.The third part, the probe into the problems of the Party committee leadership inhigher schools, summarizes existing problems that arise in Party committee leadershipthrough literature review and interview survey, and then sort out major problemshighlighted in Party committee leadership through an emphatic analysis of the threedimensions of basics factors, condition factors and field factors respectively.The fourth part develops strategies and thoughts for strengthening Partycommittee leadership. The study integrates the origin, development and frontiers ofleadership science, team theory and principles of organizational behavior, and itsavailability and reference value makes the exploration of collective leadership theoryan innovative and distinctive process. Through elaboration on various problemsconcerning the realistic implementation of Party committee leadership in practice, thestudy further investigates applied strategies for collective Party committee leadershipand proposes measures to guarantee Party committee leadership, chiefly from the fouraspects of selection, training, decision-making and art of leadership.The concluding part, founded upon summarizing the weakness of the study,presents prospects in subsequent researches, and offer proposals to Party committeefrom researching and practical angles.
