Cultural competence of enterprises is an important part of enterprise core competitiveness on the basis of enterprise culture construction. Cultural competence of enterprises refers to the unique capacity that can support the sustainable competitive advantage of enterprises which is developed by effectively integrating and optimizing various factors of enterprise culture including environment, values, enterprise core idea and the group spirit. The principal elements of cultural competence of enterprises are organizational innovation ability, management innovation aptitude and technology innovation capability. In this thesis, three well-regarded educational training enterprises including New Oriental, Tomorrow Advancing Life and Aoji International Education and three companies by contrast including Global Education&Technology, Anbo Education and Shuangwei Education, are carefully selected. Meanwhile, through case study, the theory of7S framework, corporate culture measurement approach and the method of comparative analysis were adopted to conclude the high performance of the characteristics of the enterprise culture of private education training institutions, viz (1) integrity first, self-help culture;(2) grassroots culture;(3)the harmonious culture. These cultural characteristics formulate the cultural competence which makes the enterprise stand out from the crowd. At the same time, through the enterprise culture measurement diagnosis of non-government education training institutions, three common problems are figured out including quickly expanding scale without considering actual situation; the principle of being honest is hard to be complied with in front of the economic interests; the interests of all parties within the enterprise form an imbalanced ecological system. Therefore, in order to improve cultural competence of private educational training institutions, the paper proposes four suggestions:(1) To emphasize their own characteristics of private educational training institutions;(2) To push the integration of corporate culture and management;(3) To strengthen the management of human resources;(4)To be creative to set up new excitation mechanism.
