In the late1990s, the World Health Organization (WHO) proposed the concept of "active aging". And in2002, WHO published a book named Active Aging:Policy Framework, in which a comprehensive discussion on the concept of active aging was conducted and a policy framework about how to promote active aging was given. In the perspective of "active aging", older people are no longer treated as a passive recipient of the service, and it advocates to protect the health and life of the elderly as well as encourage the participation of older persons in society. The proposal of active aging has broadened the ideas for the world to deal with the increasingly serious challenges of aging.With an ever-increasing aging trend, the population of the elderly in China has had an substantial increase, resulting a radically expanded demand for care from the elderly. However, due to the birth control policy and the social movements of people, the traditional way of supporting the elderly, or by the family, is confronted with huge challenges, so it is very significant to develop a way of supporting the elderly mainly by society. However, due to the restrictions of economic situation, during the development of elderly care system, it is very important for us to use the concept of active aging as the guiding perspective. It is significant for us to develop a cost-saving way of caring in which the government takes measures to support the elderly live an independent, autonomous life with a high degree of dignity. Home care for elderly has been highly advocated and promoted by the Chinese government in recent years. We have to say that the development of home care for elderly in China has met many urgent needs of the elderly, but it is also faced up with a lot of problems. Because the development of home care for the elderly is just in its initial stage in China, it does not have its own mature experience to be used to solve the problems.Fortunately, in the world, home care for the elderly has developed many years and has calculated many successful experiences for us to learn from. These successful experiences will help us solve the problems confronted by us. Sweden is really very successful at developing home care for the elderly and absolutely we can learn a lot form its experiences. For many years, under the value of equality and securing an independent, autonomous life for the elderly, the Swedish government has taken many measures to develop home care for elderly to help the elderly live an independent life at home as long as possible. This is in line with the requirements of active aging and is good for us to promote active aging to deal with ever-increasing aging.The author used the methods of literature research, Observation and interview to study the development of home care for elderly in Sweden. First, the five months of life in Sweden makes it easier for the author the gather literatures and materials, which of course has contributed a lot to the author’s understanding of home care for elderly in Sweden. Secondly, in addition to literatures, through field observations and interviews the author got a more profound understanding of the actual operation of the Swedish home care service. Besides, by interviewing some elderly and also the community social worker responsible for the elderly area, the author also gained many materials about the recent conditions of home care for elderly and made a summary of the existing problems in this article.By analyzing how Sweden implement the concept of active aging during the process of the development of home care for elderly, it is very significant for us to develop home care for elderly in a better way. And besides this article also has a high theoretical value, on the one hand it will complement the current research on social welfare in Sweden; on the other hand it can broaden research on active aging.
