The Research Of Community Service For Home Care Of Elderly Under The Background Of The One-Child Policy

As the world’s most populous country, under the influence of the one-child policy, China has quickly entered the aging society in a short period of thirty years, and has become the largest country in the elderly population. In the process of population aging, China’s wealth accumulation, lack of pension preparation, lack of experience in the elderly, inadequate social security, which brings a lot of social problems. Exploring the way of providing for the aged in China’s national conditions is an urgent problem to be solved in China.In this paper, the China’s one-child policy changes, brought about by the process of aging society social endowment problems were analyzed to compare the advantages and disadvantages of China’s several existing main pension model and analysis leads to the conclusion is:economic, convenient, free from the local advantages, accepted by the majority of the elderly community home endowment pattern is currently more suited to China’s national conditions of the mode of providing for the aged. But because of the community home endowment is still in the exploration period, there is also a lack of professional staff, lack of funds and the use of inefficient, inadequate infrastructure, excessive administrative color, service means a single, elderly community participation consciousness is not strong, the community home endowment in practice did not achieve the desired results, some problems also need to study and solve.This paper focuses on the in H city built new community endowment was studied, through the construction of the new community of case analysis, in-depth analysis of the advantages and disadvantages of home-based care for the aged in the practice of, so as to achieve the purpose to explore the path. I had several in-depth built new communities were fieldwork, through the large, fresh community endowment examples, and a large number of community of people with different levels of dialogue and exchanges, a large number of community care data, the community home endowment service conducts a serious investigation and study, find out the community nursing home in good practice, successful experience and existing problems, and explore the path way to solve the problem, and to the community home endowment development and puts forward some suggestions.This paper puts forward four suggestions to strengthen the community home endowment construction, that is, to strengthen personnel construction, older social work professionalization, improve community home care professional social work; to strengthen the financing, to diversify the sources of funds, improve the funding of community home care; to strengthen the mechanism construction, realize old-age service supply diversification, the establishment of government, society, community, family, to share in a common old-age service system; to strengthen demand oriented, to achieve the diversification of pension service methods, to meet the different culture, age and living needs of the elderly, so as to realize the precise pension services.The structure of this paper:the first chapter is the introduction, mainly introduces the definition of the background of this study and related literature review, relevant concepts and research ideas of this paper, the study methods of the paper; the second chapter is the analysis of the case, mainly for H city to build a new community service community endowment, analysis of four aspects of it the new service building community endowment operation mode and effect from the construction foundation, operation conditions, main characteristics and advantages; the third chapter is the main research problems, combined with the construction of new community home care service and analyzed the existing problems of possible solutions; the fourth chapter is the suggestions, mainly for China’s social endowment problems, put forward improved model of community home care advice; the last chapter is summary and prospect, mainly to the construction of new community home care is summarized, and the cooperatives in China District home care model prospects for the future, hope that the future of the community home care towards the government led, community building, multi direction development.
