As the development of market economy and deepening of globalization, competition between countries concentrates on talents, and demand for high-quality talent is increasingly urgent. To accelerate the training of talent team with professional and high comprehensive quality for the revitalization of higher education, all colleges and universities in China are expanding rapidly. However, many problems emerge such as shabby school buildings, poor infrastructure, shortage of expansion funds and inefficient logistics management. Aimed at improving the current status of university logistics, BOT mode is leaded into universities. BOT mode is applied to construction of heating facilities, stadiums and student dining halls in many universities to separate university logistics from teaching and research, enabling an independent operated system of logistics. BOT mode applied to construct and operation of logistical facilities by a socialized and market-oriented method can improve efficiency and offer university students convenience.The purposes of this paper which researches on application of BOT mode to university logistical facilities are mainly as follows:to scientifically solve the funding problems of university logistics construction and to propose countermeasures, to find practical measures for problems in BOT mode, to apply BOT mode to a student apartment project to testify the revenue and feasibility so that some references can be offered for some actual problems. Firstly this paper can help governments put forward pointed ideas and approaches for instructing university constructions and ensure governments a fully understanding of risks so that prevention and control plans can be obtained. Secondly, diverse fundraising channels and socialization of logistics construction can reduce college liabilities, solve the problem of difficult university expansion, meet students’ demands better, and enable an efficient, scientific and economic operated public accommodation. This paper can also offer advices for investors to gain greater benefits.This paper researches mainly through the combination of quantitative analysis and qualitative analysis, and the combination of normative research and empirical research. Firstly the concept and evolution of BOT mode, the characteristics of the university logistics BOT projects are introduced, and social and economic benefits of the application of BOT mode are summarized. Secondly necessity and feasibility of the application of BOT mode to university logistics facilities are demonstrated from BOT financial perspective and operation mechanism perspective. Possible risks of BOT universities and investors are identified and evaluated to propose prevention and control measures. Thirdly, first-stage construction of Qingdao campus of Shandong University is taken as an object to testify the feasibility. Lastly, possible problems in the application process of BOT mode are summarized and corresponding solutions are proposed respectively.
