With the development of economy and the enhancement of comprehensive national strength, education problem has gradually become the focus of our nation, education not only bears the social culture, public order and good custom inheritance. but also has great economic value, education is a mean of gathering the national human capital to obtain balance, social stability, important factors to promote economic development and social equality. After years of hard work, the education of our country has made great progress, nine years of compulsory education has increased, the illiteracy rate dropped significantly. However, there are still many problems, the gap between urban and rural areas is still large, the eastern and western regions development is not balanced. Although in recent years the country has implemented a series of student aid policies in poor areas of Western China, the increasing investment in education, the local government in education funding has also been inclined, largely children in poor areas of western educational improvement, but long-term development still faces many bottlenecks, which severely restricted the sustained and balanced development of the region’s economy and society. Student achievement has always been an important indicator to measure the level of schooling. By quantifying the analysis of the questionnaire, we indicate the factors that affect student performance in order to arrive the conclusion that child’s gender, level of intelligence, competitive level. and other relevant factors have effect in western children academic performance.Research methods in this paper is experimental economics. Through the investigation of Yunnan Zhongdian Baishuitai town area schools by the designed questionnaires, which covers western children’s actual and relative achievements in school, quality of students, such as gender differences, differences in competitive intelligence level, family status, such as educational level of parents, parental attention, parents are/aren’t migrant workers, and so on. Implementation issues related to "nutrition improvement program for rural compulsory education students" is included in the scope of the questionnaire,Through empirical test, comprehensively assess the focus factors which affect western compulsory education for children, to get more targeted policy measures which will further improve the education of children of the poor western regions.Application of the method of experimental economics, make up for the vacancies of economic analysis and empirical test in study of education issues. The introduction of "children competing" variable and "western nutrition improvement plan" variables, provide a supporting basis for the the improvement of children compulsory education levels and the effect of policy implementation in China’s western poor areas, Which will make the study of the problem more realistic and guidance.
