The localization of running a university is not only related to its own existence and development, but also to the development of national higher education. With the increasingly competition in the market, scholars pay attention to the universities and colleges on how to create their characteristics, develop and serve for locality. Therefore, the research on the localization of running a university is a subject with theoretical and practical significance.The research firstly combs the relevant connotation and content structure of localization of running a university, it includes9aspects:philosophy of schooling, overall development objective, types of schooling, talents training objectives, levels of schooling, service orientation, characteristics and scale of schooling, and discipline and profession, which establishes the theoretical framework to explore scientific localization for different universities and colleges in Gansu. Secondly, based on clarifying the connotations, from the nine aspects, the paper takes42universities and colleges in Gansu as the research objects, widely collects and studies the relevant information about the localization of universities and colleges, analyzes its current situation and problems, the main problems are as follows:the philosophy of schooling is similar, and difficult to guide the individual development of university; the overall development objective is too high, and expression is ambiguous; the level of schooling is in disorder, the division is not clear in universities; the talent training objective is convergence, difficult to adapt to the diverse needs of society; the localization of service orientation is vague, short of industrial characteristics; the localization of discipline is comprehensive, some professions are the same; the scale of schooling is large, and the condition of schooling is "Overburden". Finally, from the perspective of government, market, and universities and colleges, the paper analyzes the reasons for the problems in localization of running a university, and then proposes some effective measures:government perfects the environment of macro-policy, builds the funds and allotment system with classified and layered investment, rebuilds scientific and reasonable evaluation system for universities and colleges; market correctly leads and creates the ability-based system and environment, establishes system for issuing talents supply and demand information; universities and colleges strengthens inner practice, enhances self-consciousness of localization, highlights characteristics, and promotes the professionalization of university president. |
