With rapid development of higher education in China, the amount of the students enrolled in universities has increasingly risen, which indicates that higher education in China has stepped into popularization and China has been a big country of higher education acknowledged by the world. At the same time, China has begun to transform from a country of higher education to a country of advanced higher education.It is of great importance to construct a team of administrative staff and improve their professional capabilities as a trend, and make them easily acclimatize themselves to the modernized administrative system in universities. However, the current situation of the professional capabilities of the administrative staff in universities is worrisome. The fact is that the administrative staff in universities in developed countries have achieved professionalism, which has done great contribution to the future administrative development of their universities. Therefore, strengthening the construction of professionalism of the administrative staff in universities in China both theoretically and practically will make great difference to the development of higher education and to the improvement of the level of management in universities in China so as to make them step onto the arena of the world famous universities.In this thesis, the author employs the method of literature analysis, case study and analysis and the combination of qualitative and quantitative methods to compare the level of professionalism of the administrative staff between the western universities and the eastern on the basis of the analysis of problems of professionalism among the administrative staff in universities. Meanwhile, the author intends to discuss and analyze the problems of professionalism among the administrative staff in universities in China and the experience of the developed countries and regions, a well as the trial implementation of the functionary system in universities. Consequently, some suggestions are expected to be put forward to reinforce the construction of professionalism of the administrative staff in universities.which stands as the core of the thesis. Furthermore, the author attempts to raise practical solutions to the problems of professionalism in accordance with that of the actual situation of Lanzhou University.
