Research On The Operation Status And Development Countermeasures Of Office Pension Institutions

As China entering the aging society, the elderly who needs staying in professional pension institutions to accept long-term care and nursing increase dramatically, which makes the original bed of the pension institutions unable to meet the growing needs of the elderly. As a member of the pension system, the state owned pension institution plays a very important role, despite of its complementary function in the whole pension service system.As the comprehensive welfare institution of the Chengdu Municipal Civil Affairs Bureau, Chengdu Second Social Welfare Institution gradually summarized the "1+2+3+4" development mode of the state owned pension institutions in long-term practices. The SWOT method is adopted to point out the advantages, disadvantages, opportunities and threats of Chengdu Second Social Welfare Institution. The writer proposes some suggestions from the government, the welfare institutions and the society, in order to promote the development of the state owned pension institutions, meet the growing needs of the elderly, and improve the social pension cause comprehensively.Development of existing state-owned pension institutions has played a certain role in promoting Chinese pension cause, but it has still a big gap between the growing demand and the existing situation. We need to further improve the state-owned pension services, add personalized services to the pension services, and better the personnel specialization of state pension services, in order to promote the comprehensive development of Chinese pension cause.The thesis is divided into five parts. The first part is an introduction, in which the background and significance of the thesis is analyzed, the function and positioning of state owned pension institutions’are elaborated, and the train of thought and the method of the research are clarified; in the second part, the practice of Chengdu Second Social Welfare Institution is analyzed as representative of state owned pension institutions; in the main part-the third and fourth part of this thesis, the pension institution is analyzed from different levels and varied perspectives with the help of SWOT analysis method, summing up pieces of advice and strategies for feasibly developing pension institutions; the fifth part is the concluding part of this thesis, which points out the main conclusions of this study.
