School choice is one of the difficult problems,especially in our current shortage and even the uneven distribution of high-quality education resources,as well as one of the most controversial issues on the world of international education reform and development in1980’s. Advocated by the equality and development of international education, and in view of the difficulties faced by China’s compulsory education, this essay focuses on the open enrollment policy of Lowa and uses a combination of literature, case resarch and comparative research as well as policy-stage model of its policy-making, and the status of implementation of the outcome value to build the best possible analytical framework to explore, and found that the policy is not only in the promotion of education equality-giving the options of parent education, encouraging parental involvement, promoting national integration and the number of students to participate in the policy year by year basically achieving the policy targets; also enhancing the quality of education-student academic achievement and the quality of public school education aspects highlight the superior performance. This paper aims to investigate the reasonable value of the policy, in order to provide a meaningful reference for school choice in China.The thesis is composed by the introduction and four parts:Introduction:this part is mainly to explain the theoretical and practical significance of the topics,which is based on the situation of domestic thinking, international trends and object countries; and not only making the relevant research literature to sort out, certainly pointing out the inadequacies of senior scholar,also expounding on the framework of composition. The first part is trying to do a panoramic overview of the Open Enrollment Policy. Including the historical evolution and domestic development situations of the Open Enrollment Policy as well as its existing related controversy, which trys to get its overall grasp.The second part is mainly using the case method to do a research about the Open Enrollment Policy of Lowa.Including the formulation, implementation, and its effectiveness of Iowa’s Open Enrollment Policy,which is based on equality and performance dimensions to examine the value of the policy.The third part is mainly based on comparative method, selecting the "homogeneity"-Wisconsin (Mandatory-Interdistrict Choice);"heterogeneity"-Alaska (Mandatory-Intradistrict Choice), Rhode Island (Voluntary-Interdistrict Choice) and Hawaii (Voluntary-Intradistrict Choice), both compare from the policy text and implementation of the outcome to do more in-depth analysis and achieve comprehensive understanding of Open Enrollment Policy scientificly in Lowa.The fourth part is trying to put forward the recommendations on the basis of the reflection of school choice in China.
