The teaching quality has especially been focused on because they can not take the advantages of their location and fame since1999when the newly-developed province-owned universities were authorized under the current of the enlargement of higher education. Early in2007,"the Teaching Quality Plan" was decided to actualize in universities on the basis of closer analyses of the higher education situated in the new time. One of the key measures for the plan was "the emphasis on the construction of excellent teachers group". For that, the application of "teachers group" was started and then a large quantity of "teachers group" was certificated into the three levels of nation, province and university. The former researches on the "teachers group" are totally about its macro-scales such as its connotation, features, principles, significances and strategies. However, the study of how to advance the teachers’research capabilities on the stage of "teachers group" is waiting to be more deeply discussed. Accordingly, this paper focuses on the study in the newly-developed province-owned universities under the guidance of such theories as group management, group role and target management.First, the survey and statistic of these universities shows that the teachers groups are short of excellent structure, clear research goal, stable research orientation, strong research attention, enough research devotion, higher research competence, proper research attitude and abundant research outcome.Second, the above problems mainly result from the shortage of higher research starting-point, totally higher research level, better research environment, thicker research atmosphere, more efficient research management system, strong desire and abundant experience of research cooperation.Last, the according suggestions are specified to exactly define the promotion of research goal, to make the faculty’s research awareness clearer, to strengthen the construction of teachers group, to effectively execute its internal management, to coordinate the elements in its construction, to perfect the evaluation system, to refine the encouraging system and to try to provide a homely research environment.
