To improve the quality of higher education and to build a higher level university, a high-quality and professional teaching staff must be constructed. Compared with the undergraduate universities with a long history, the development of newly-built undergraduate universities have being baffled owing to the late beginning, low starting point, indistinctive school-running feature and especially the problems in teaching term construction. Therefore, the teaching quality is severely restricted and the fast development of newly-built undergraduate colleges and universities is rejected. At present, with the practical problems, newly-built undergraduate universities must search for a scientific and feasible solution to promote a sustainable development themselves, which can mobilize the teachers’enthusiasm to enhance the overall strength of teaching staff to build a stable teaching resource with reasonable structure, high comprehensive quality and strong business ability.On the basis of incentive theory, and from the perspective of the teachers’incentive mechanism, a systematic analysis, especially the analysis of the reasons for restricting and influencing the effect of school teachers’incentive mechanism is conducted on the problems of the incentive of teachers in the newly-built undergraduate colleges and universities through literature method, induction, case analysis, etc. Then corresponding solutions for the incentive issue are carried out. The paper includes five chapters:the first chapter introduces the research background, literature review and the significance and purpose of the study; the second chapter illustrates the theory of incentive mechanism and its function in teaching staff construction in colleges and universities; the third chapter takes S University as an example to analyze the current teachers’incentive mechanism of newly-built undergraduate colleges and universities; the forth chapter seeks the problems of teachers’incentive mechanism and mainly analyzes the reasons of it; the fifth chapter elaborates the principles and methods of the teachers’incentive mechanism in newly-built undergraduate colleges and universities and proposes countermeasures to improve and perfect teachers’incentive mechanism from the six aspects:leading spiritual motivation, implementing post employment, perfecting performance appraisal, optimizing the income distribution system, integrating training system and enhancing the environmental construction.
