Education is the basic project to bring up the talents and promote the populace’s cultivation. It is the great cause related to national development and the destiny. It’s also the foundation of national prosperity. Exalt a nation need to strengthen education firstly and make education stronger must improve the quality of faculty.The 4th National People’s education Congress has clearly pointed out: “Strive to create a high-quality professional teachers’ team with noble morality, business skills, full dynamic and reasonable structure.”(1)In recent years, along with “Three Rural Issues" becoming increasingly conspicuous, the rural education has gradually been focused on teachers’ professional growth. Due to the rapid development of New-type Urbanization, many rural people started migrating to towns, which leads to an emergence of new changes in education. There will be an unprecedented challenge about team’s structure and professional growth of teachers.This paper is based on serious investigation and study of the teachers’ professional development. It’s an analysis of existing problems in the professional growth of teachers in primary and middle schools, which trying to do some rational thinking targeted to enhance the rural school teachers’ professional qualities in Linqu. Through the research, the main conclusions followed.(2)In recent years, county government attaches great importance to the development of education in Linqu, which has built, expanded or rebuilt some primary and middle schools, also improved conditions of schools in linqu. Apart from that, teacher’s recruitment has also implemented "Thousand Teachers’ Supplement Plan", to some extent, which meets the needs of the people’s access to quality education.;Although rural education has developed rapidly in Linqu County, through the analysis, we still found the following problems existed in the professional development of teachers:One is that rural teaching staff strength in Linqu is weak, including the irrational structure of rural teachers. It mainly showed us that serious ageing of rural teachers, insufficiently education, vacancies of discipline structural, serious problem of rural teacher’s supernumerary.Second, treatment of rural middle and primary school teachers need to be further improved. If their medical, housing and other social security reforms are lagging, it is not conducive to mobilizing teacher’s enthusiasm and attracting talented people to long-term teaching.Third, investment is insufficient in rural primary and middle school teachers ’ professional development, such as funds from local government can not be used in development of school.(3)Studies have found that the main causes which impeding teachers ’ professional development currently are followed: The institution of rural teachers in Linqu is not reasonable: the inaccessibility of rural areas, the backward teaching condition, bad salary, and less personal development opportunities, they all make many teachers reluctant to teach in rural areas which leads rural primary and middle school teachers to a " run behind one’s expenses" state;The highly educated people don’t want be engaged in teaching. The ranks of teachers cannot be sustained in new blood. Besides, parts of teachers turn from the private school to the public school, which resulting in low overall rural teachers’ academic levels. In rural schools, especially primary schools, the demand for teachers in the subject has its particularity. Due to the sharp reduction of the number of the students and a large number of teachers, it makes the teachers become overcrowded; There is insufficient phenomenon exited in the government investment of teachers’ professional growth. The government debt is critical which leads to a shortage funds for teachers’ professional development;Due to the growing gap between urban and rural areas, large differences emerged in information exchange and resource sharing.(4)In view of analysis that problems and reasons of professional development of teachers in Linqu, the author thinks that people should take corresponding measures to solve it:The first is to improve the living conditions of the rural primary and middle school teachers, s that they can really settle down and make a commitment to teaching. Besides all, we should also improve the work enthusiasm of rural primary and middle school teachers on various aspects, such as welfare benefits, transportation subsidies, and personal treatment.Second is for the aging problem among rural teachers. Adding new teachers should accord to the age structure of different schools. Genuine formed likes "Old for new, new for old” can promote the balanced development of teacher resources within the school.Third is to enhance the government capital investment of rural primary and middle school teachers’ professional growth. With the increasing of expense for teacher professional development training over the years, we should establish the professional growth of teachers, which is the safeguard system.The fourth is to realize real resource sharing between the town center school and remote rural schools. Based on the increasing of the communication between urban teachers and rural teachers, we can achieve the sharing of resources, information, and results.
