Education is the foundation of the people,the basic method to improve the quality of the whole people,and the important way to transport talents for the country.Education equity is an important indicator to reflect social equity.Scientific and reasonable allocation of primary education resources is the basic guarantee to promote education equity.This paper takes H city of Shandong Province as the research object and studies the allocation of primary school education resources in H city from the perspective of education equity.Based on the theories of education equity,education compensation,resource allocation and government responsibility,this paper adopts the methods of literature research and investigation research to study the allocation of primary school education resources in H City,which intuitively shows the allocation of resources in H city and relies on the investigation data The research of this paper elaborates the problems existing in the resource allocation of urban and rural primary schools in H City,analyzes the causes of the problems and the lack of education equity,and puts forward corresponding countermeasures,which is of great theoretical and practical significance to promote the balanced allocation of basic education resources.This paper is divided into six chapters,the first chapter is the introduction of the significance of research,research purposes,research methods and research status at home and abroad.The second chapter states the related concepts and theoretical basis.The third chapter investigates the current situation of H city’s urban and rural resource allocation,first from the survey design,questionnaire design,survey form,survey process,sample information and so on,then analyzes the reliability and validity of this time,and then from three aspects of human,financial and material resources to investigate the current situation of H city’s primary school resource allocation.The fourth chapter finds that there are many problems in H City,such as the shortage of teachers in rural areas,the small investment in rural funds,the large gap in the allocation of software and hardware facilities between urban and rural primary schools,and the serious loss of rural education resources.The fifth chapter analyzes the causes of the problems.The historical problems in H city have not been solved in time,the government has different degrees of loss and absence in the allocation of educational resources,and the allocation system of primary education resources is not perfect.The sixth chapter is to summarize the successful experience of foreign countries in order to give some enlightenment and help to the allocation of educational resources in China,such as the measures to promote educational equity in the developed countries such as the United States,Japan,South Korea,etc.,such as the United States to ensure the fairness of educational starting point,process and result,the regional education,the legal system to ensure educational equity,Japan to improve the teacher flow mechanism,South Korea China has implemented the education standardization.The seventh chapter is to put forward the measures to optimize the allocation of educational resources and promote education equity.This paper puts forward four suggestions for the current situation of the allocation of primary school resources in H city.One is to improve the insufficient allocation of teachers resources in rural areas;the other is to increase the investment in education funds in rural areas;the third is to increase the allocation of software and hardware facilities in rural primary schools;the fourth is to improve the laws and regulations on educational resources,aiming at each item Optimization measures put forward operational methods in order to play a certain reference value and role in the current situation of H city primary school resource allocation.
