Fair education depends on reasonable allocation of educational resources, while resources are the basis of social survival and development. Therefore, the question of allocating resources comes up in order to allocate the limited resources in all departments in the whole society reasonably to make them most effectively allocated and used.The unfair allocation of educational resources is the institutional factor that causes our country's unfair education. Sports education is the basis of the development of sports, at the same time, reasonably and justly allocating sports resources is an important precondition of fulfilling fair sports and promoting sports' sustainable development. Only if the resources are allocated justly will the inner parts of sports develop coordinately, and social sports, school sports and competitive sports promote and improve mutually. There also exist such problems in the allocation of school sports resources. Therefore, it is of positively theoretical and realistic meaning for realizing fair school sports in the present stage to investigate the specific situation of unfair allocation of our country's middle school sports resources at present and analyze the policy-related reasons which cause regional differences of middle-school resources.With the guidance of relative theories of fair education, this paper studies the allocation situation of sports resources in middle school of Louxing District, Loudi, Hunan Province, adopting methods of literature review, questionnaire, view, observation, statistics and comparison. The research compares the difference between urban and rural areas and the difference between different schools from the three aspects of human resources, material resources and financial resources. The result shows that there exist large differences between schools of towns and countries, selective schools and unselective schools in all these three aspects. And the differences are caused from different aspects. Analyzing mainly from the policy-related causes of the dualistic system in urban and rural areas, dualistic system of selective schools and unselective schools and teachers' personnel system, this paper puts forward the suggestions of completing educational legal system and constructing uniform school-building standard.
