Nowadys, people pursue educational equity and the unfairness on urban and rural sports resourcesreflect in what place and how big is the gap have become the focus of attention.To configure the urban andrural sports resources fairly, to promote the development of school sports in the fast and stable and topromote the step of fair education have become focus problems to education department and relateddepartments.This text mainly divided into two parts. The first part, the evaluation system about the index thatreconstructs on urban and rural school sports resources. In this part, I use the main method of literaturemethod, survey method, mathematical statistics and data analysis method.First of all, started with the basictheories about urban and rural school sports resources I defined the concept of school physical educationresources and introduced scholars’theory analysis about school physical educationresources.Secondly,Based with these theories, I analyzed their achievements and shortcomingspreliminarily, Pointed out which the scholars had not been studied And through the indicators of urban andrural school sports resources related successful experience and deficiency,With objective empower thecoefficient of variation of subjective values.the method and the combination of analytic hierarchy process(ahp) to determine the optimal weights, the reconstruction of school sports resource allocation betweenurban and rural areas based on performance indicators evaluation system.Part two, I did the field survey by using refactoring the evaluation system which I had built in thefirst part and then got the related data.to map the school sports resources between urban and rural areas allkinds of index of lorenz curve and to calculate the Gini coefficient, according to the gini coefficient tomake sure whether the fairness of the allocation of urban and rural school sports resources, and also fountout it showed in which aspects. At last, I compared these resultd objectivily and finally got the conclusion.After the study found that the Zhengzhou area of the city and rural schools sports resources basedon the number of students cumulative distribution results are as follows:1)Human resources in sports, PEteachers have a master’s degree in the distribution of grave injustice. But physical education teachers inacademic or professional titles, as well as participate in training per academic year and the monthly incomehave reached a fair state;2)For sports material resources, The average outdoor venue area and the number of sports equipment configuration have good fairness,but indoor venues per capita area is extremelyunfair,Meanwhile, the standard site area and non-standard venue area for per capita in a state of alert;3)Inthe sports information resources,The number of sports Readings in height fair condition.
